DRAINAGE BOARD.

We understand that the following petition and memorial are now being "circulated for

signature; — TO THE HONORABLE THE HOUSE OF REPRESENTATIVES FOR THE COLONY OF NEW ZEALAND IN PARLIAMENT ASSEMBLED.

The humble petition of the undersigned ratepayers in the several Districts comprised within the Christchurch District Drainage Act as set forth in its first schedule, Humbly showeth—- “ That your petitioners have learned that a Bill is now before your Honorable House entitled the ‘Christchurch District Drainage Act, 1875, Amendment Act, 1880,' and which Bi’l after repealing certain clauses in the preceding Act, seeks to obtain for the Drainage Board very large and arbitrary powers; amongst them the compulsory adoption of a system of sewerage for carriage ef excreta, contrary to the wish of your petitioners as expressed at various public meetings. '■ “ That your petitioners (have protested against the Bill under consideration, and have asked the Drainage Board to withdraw the same from your Honorable House. “ That your petitioners have been informed that the Drainage Board decline to comply with this request, end have expressed their intention to persevere in their attempt to obtain the sanction of your Honorable House to this Bill. ‘‘That your petitioners therefore most humbly pray that your Honorable House will be pleased to withhold your sanction to such Bill, inasmuch as your petitioners believe it to be at variance with the requirements of the district, and the wishes of a majority of the ratepayers." And your petitioners as in duty bound will ever pray. TO THE CHAIRMAN AND MEMBERS OF THE DRAINAGE BOARD. We, the undersigned ratepayers of the Drainage Districts, request you will resign your seats as members of the Drainage Board for the following reasons : 1, A public meeting, called and presided over by his Worship the Mayor, must be taken as the expression of opinion of the ratepayers. 2, The meeting on Thursday, the 29th of April last, unanimously expressed a strong opinion adverse to the Amended Drainage Bill which your Board is at present promoting. 3, Since that meeting you have expressed a determination to proceed with that Bill, and therefore 4, You are placing yourselves in direct antagonism to the unanimous expression of the wishes of your constituents.
