The barque Sunbeam was signalled last night, and was towed up from the Heads this morning. The schooner Edith Eeid, from Manukau to Dnnedin, pnt in for repairs this morning The brigantine Sarah Pile arrived yesterday from Peloru3 Sound. The ship Stracathro, for London, was towed to sea on Saturday afternoon. She had a number of saloon passengers and a full cargo of wheat. After the tug left her it fell calm, and the ship was in sight at daylight yesterday, when the fresh southerly wind springing up she quickly disappeared beyond the Peninsula. At a recent meeting of the Victorian Shipowners Association the" Telegraph " reports:— Mr Eeid brought under the notice of the committee a subject of considerable importance to the shipping trade of the colony. He referred to a recent order made by the Customs department, which compelled shipowners to pay tonnage dues twice over in the eveDt of any of their vessels, from casualty or otherwise remaining in port longer than six months. In Victoria, for a quarter of a century previous to last year, the tonnage tax of Is per ton was levied on the ve-sel inward, and the same rule wa3 in force throughout the British dominions but, acting on an opinion of the Crown solicitor, the Customs authorities had within the last few months decided to charge the tonnage tax outwards under the special circumstances named. _ Already the port charges of Melbourne were far in excess of tlie sister colonies, and the result of this additional tax conld not but be detrimental to the trade and commerce of Victora. As Mr Eeid stated that he had applied to the Commissioner of Customs to obtain the opinion of the Crown law officers as to the legality of the double charge, it wa3 decided to defer further action until their reply had been received. > Masters of vessels trading to Kaipara will be glad to learn that the sawmill proprietors there are urging the authorities to establish a ballast ground, one convenient for and adapted to the class of vessels visiting the mill 3 to load. She experienced fresh north winds to 8 p.m. on the 24th, then a strong gale from the south to arrival at 7 a m. to-day. She sails at 5 p.m. for Dunedin. Passengers : For Port Chalmers—saloon —Mesdames Mayger, Creed, and Neill, three children and servant. Misses Mayger and Benjamin, Messrs Neill, Winchester, Paxton. Scott, and McKay ; steerage eleven. CargD, 170 tons. For Lyttelton—saloon—Captain Foulies, Mr Everett ; steerage, ten. Cargo, 42 tons. For Wellington —saloon—Mrs Stevenson, Misses Brown and Cole 3, Messr3 Peppar, Eussell, and Cock ; steerage, eleven, and cargo 54 tons. For Auckland— Mesdame Hart and Harris, Messrs Hart, Harris, Oilman, and Murray; steerage, two, and cargo 107 tons.
