ELECTRIC RAILWAYS.

The proceedings of the first meeting of the Electro-Technic Society in Beilin, of which the " Cologne Gazette" gives a very long report, were of an exceedingly interesting character. The remarks which will be re:id with most interest were those made by Dr. Werner Siemens with regard to the practicability of constructing and profitably working an electric poßt, and also an electric railway. Dr. Siemens does not propose that electricity shall superseda steam as a motive power on ordinary railways; "this," he believes, "will be as little the oase as that electrio lights, despite all the talk of the Americans, will banish gas illumination;" but he is nevertheless oonvinced that in certain cases electric railways may be constructed and worked with advantage where the employment of steam locomotives would be impossible or extremely inconvenient. In Berlin, for example, where, owing to the presence of water at a very little distance below the surface of the ground, an underground line could not be constructed, an overhead electric railway would possess many advantages over an "elevated railway" on the American system.
