[Bt Telkgbaph.] BLUFF, April 6. The following itemfl of news are tnken from the Australian papers brought by the Ara•wata : LONDON, March 30. Great excitement has been caused at St. Fetersburgb, owing to the discovery of an extensive system of embezzlement, carried on for a considerable time, in connection with the Cuitoins. The responsible officials charged with the francs have been arrested, and the affairs of the department investigated. Already it has been found that the defalcations amount to some millions of roubles. In connection with the Volunteer demonstration, the latest military improvements were introduced. The signalling corps sent up several balloons for the purpose of_ observation, with •which telephonic communication was maintained. The experiments as Bhewing their utility in actual warfare were considered highly satisfactory. Lord Derby has publicly declared his views and wishes in relution to the pending gemeral elections. On the Continent, deep interest is being taken in the approaching general election in Great Britain. The eagerness of the Liberals to obtain the sympathy of tho French has been damped by M. Ganitetta's organ in tho Press, which reproaches the Liberals with having permitted tho bombardment of Paris, and says that although Lord Beaeonsfield's Government has often shown weakness, yet it has roused England from tho lethargy in which it was steeped by the Liberals, who would turn the arsenate into cotton mills. The leading French, German, and Austrian journals urge that Lord Beaeonsfield's Government should receive i o support of th 9 country at the elections. The Tienna papers declare disgust at Mr Gladstone's rancorous attack on Austria, which they assert cannot trust the Liberals.
General Chanzy, the French Ambassador, leaves St. Petersburg in the same manner as Prince Orloff, the Russian Ambassador, left Paris.
Russia refrains from demanding tho extradition of Hartmann from England. His reported confession of being the originator of the plot to blow up the Winter Palace at St. Petersburg is denied.
A Russian army corps has reached the Kuldama frontier.
