KAIAPOI BOROUGH COUNCIL.

The fortnightly meeting was held on Tuesday evening. Present, the Mayor (Mr Blackwell), Orß. Moore, Woodford, Eraser, Wearing, Monk, and Pinching. Letters were read from the regatta committee, asking for a half holiday on Tuesday. The Mayor said he would with pleasure proclaim the holiday. From Mr B. B. Hicks, drawing attention to the state of the bridge over Feldwick's drain into his land, and stating that that as he had to take a combine and engine into his field, he should expect the bridge to be made sufficiently strong to enable him to do bo. A protracted discussion took place, there being some doubt as to whether the bridge wcs on public or private property. Cr. Wearing moved, and the Mayor seconded, "That the clerk confer with the owner of the property and obtain an opinion relative to the bridge." Or. Moore moved, and Or. Fraser seconded, "That the clerk see Mr Blakiaton about tho bridge and supposed road." The amendment was negatived, and the motion carried. From the rate colleotor, reoommending the remission of five persons' rates on the ground of poverty. The Council went into committee. On resuming, rates amounting to £3 11a were remitted and one of 25s was referred back to the collector. From Messrs Saunders Bros., Ashburton, asking the Council to agree to their 6ub-letting reserves 2184 and 2187. Consideration deferred. From Mr N. Sellare, referring to a case of oharitable aid. Beferred to aid committee. From the Minister for Public Works, acknowledging receipt of the report of a conference of local bodies, and Messrs Dobson and Son's report on the north branch of the Waimakariri, stating that the whole matter of drainage between that river and the Oust would be considered by a commission, to which the local bodies might refer the question. From the Ohristchurch City Council, forwarding particulars of the pan system. Cr. Moore, chairman of the works committee, roported that Mr Kidd had given the land for a reservoir in Peraki street; they recommended that holes ia Bavon street east be filled and the embankment cleared; side channels in Peraki street had been cleared ; the Beach road was in need of repairs. The report was adopted, the committee to report more fully on the Beach road. Cr. Fraser, chairman of the finance committee, reported receipts for the fortnight, £4l 12s 6d, including rates and dogjfees, reducing the overdraft to £ll9 2s Id. Accounts £44 Is lOd were passed. Cr. Wearing drew attention to the necessity for some shelter at the pound. Cr. Ellon's notice of motion to improve the footpath from the bridge to the railway station was allowed to lapße. Cr. Woodford moved, Cr. Moore leoonded, " That a fund be created, by setting aside twenty-five per cent, of the rent of reserves to be vested in a sinking fund for rebuilding tho bridge." Cr. Pinching moved, Cr. Fraser seconded, an amendment, " That the question be deferred till the overdraft was paid." The amendment waß negatived, and the motion declared carried. On the motion of Cr. Pinching, seconded by Or. Fraser, The Pebss was appointed the official paper for twelve months. Or. Wearing gave notice that steps be taken before winter to provide an efficient drainage system for Peraki street. The council then adjourned.
