KAIAPOI BOROUGH COUNCIL.
The fortnightly meeting was held yesterday. Present—the Mayor (Mr Blackwell), Crs. Moore, Mathews, Monk, Wearing, Woodford, Fraser, and Pinching. Leave of absence was granted to Or. May. Letters were read from Mr E. J. Alexander, referring to unfinished state of Eaven Quay: referred to Works Committee; from West Eyreton and Mandoville Eoad Boards, declining to pay contribution towards cost of Dobson and Son's report on the Waimakariri, the former offered £5 as its share. The latter board pointed out that as the Mandeville Drainage District had paid its quota the aamo ratepayers could not be expeoted to pay again through the Eoad Board. In reply to a Councillor, the Mayor said he understood that the Boards represented at the conference would pay a proportion. On the motion of Or. Moore, seconded by Cr. Monk, the letters were referred to the chairman of the conference. From Christchurch City Council relative to prevention of Sunday trading. It was resolved, on motion of Cr. Ellen, seconded by Cr. Woodford, that the Council thoroughly approve the action of the City Council. Cr. Moore, chairman of works committee, roported Mr Monk was willing to convey land for a tank in Peraki street if ;it was finished in a neat manner, coat estimated at £2B. Kerbing in Charles end Sewell streets haß been completed. The committee advised that Mr Clark's offer of £l2 to finish the Peraki street fire tank be accepted. Eopairs to the swing bridge would cost £25. The report was adopted, the repairs to the bridge to be deferred, Or. Woodford urging the necessity for a new bridge. Cr. Fraser, chairman finance committee, reported receipts £333 2a Bd, incluuive of rates £ll, subsidy £23 83 63, and rent of endowment reserve £225. Payments £6 12s 6d were passed. An account for twelve trees £6 U6ed in protective works was ordered to lie on the table. The Mayor pointed out that from the last subsidy of £175 8s 6d £73 for Hospital and £79 for charitable aid had been deducted, the latter apparently in error, as the Council had, in accordance with a letter from the G-overnment, undertaken the oharge of charitable aid cases and expended at least £2OO on that object. Crs. Pinching and Mathews considered that, if the Council was expected to pay twice, it had better resign the responsibility of dispensing the aid. On motion of Or. Ellen, seconded by Or. Moore, it was decided to refer the Government in reapectful terms to the evident error and the letter of June lltb, 1878. On motion of Or. Pinching, seconded by Or. Woodford, the clerk was instructed to ascertain expense and plan of working closet pan system in Ohrietchurch. Cr. Woodford drew attention to a drain near Mr Hollands. Or. Ellen reminded the Council of a dangerous hinge at Feld wick's drain. The Mayor pointed to the advisability of creating a sinking fund from the rent of reserves for erection of new bridge. Cr. Monk drew attention to offensive matter in Peraki street side channek. Cr. Moore referred to gorse overgrowing on Sewell street east. Notices of motion were given—Cr. Ellen to move that 4 feet of footpath from bridge to railway station be asphalted with a concrete channel and wood kerbing; Or. Woodford that twenty-five per cent of reserves rent be set aside as a sinking fund for erecting a new bridge. The Council then adjourned.
