[By Teleobaph ] [Via Bluff.] The Ringarooma brings the following summary of Cape news : The debate on responsible Government in tho Natal Legislative Council resulted in the affirmation of the principle by a majority of six, fifteen voting for the resolution and nine against. The Boer agitation in the Transvaal ceased with the proclamation of the new Constitution by Sir Garnet Wolseley, and the stringent measures adopted by the High Commissioner in his determination to uphold the law and to make good the assertion that the English flag would not be hauled down in the Transvaal. Mr Pretorious, Ex-President of tho Transvaal, has been sent on some mission to the Boer leaders, who, apparently fearing that they would be arrested, cannot be found or be persuaded to assemble. A correspondent of the Cape “Argus” writes, under date January 6th : —“ Visited Dabalamangi, the halt brother to Oetewayo, at Durban. He said that the Zulu losses, especially at Isandula and Kambula, were far greater than was generally known. There are no men left in the country, which is full of women weeping for their husbands.” There is good news with regard to the gold prospects. The Kaffirs assert that large quantities of gold are to be found on the hills between Steel Port and Oliphant River. The Government has issued a proclamation prohibiting.the importation of all grape vines or cuttings to any place. The Cape wheat crop is almost entirely destroyed by rust, but stocks are sufficient to last till the end of April.
