[eeutee’s telegrams.] LONDON, February 23. The Wheat Market. Adelaide wheat has further advanced, and to-day is quoted at 56a (P) per 496 lbs, ex warehouse. The total quantity of wheat afloat for Great Britain is 1,830,000 quarters. The Tallow MarketAustralian tallow is declining. Best beef, to-day, is worth 355; best mutton, 37s per cwt. BOMB, February 23. Italy at MelbourneThe Italian Government has resolved to send an official representative to the Melbourne Exhibition, and will take other steps for the due representation of the country. LONDON, February 24. Punishment of Obstructives. In the House of Commons yesterday, Sir Stafford Northcote, Chancellor of the Exchequer, gave notice of a motion having for its object the punishment of members who systematically obstruct the business of the House. The motion proposes that members guilty of obstruction shall be temporarily suspended from the privilege of sitting in Parliament. The Standard to-day, alluding to Sir Stafford Northcote’s motion, hints that the Government will dissolve Parliament unless the obstruction can be overcome. [MELBOURNE “AGE” SPECIAL.] LONDON February 25. The Exhibition. The British Government consent to the request to appoint a representative of Great Britain at the Melbourne Exhibition. The Coming Dissolution. It is considered probable that Lord ’Beaconsfield will dissolve Parliament on March 3rd. Nihilist Threats. The Nihilists threaten to fire St. Petersburg and destroy all public buildings unless a liberal Government is conceded. The Afghan War. Latest news from Afghanistan states that several leading insurgent chiefs manifest an apparent unwillingness to submit. [MELBOURNE “ ARGUS ” SPECIAL.] LONDON, February 22. Canada and Irish DistressThe Canadian Parliament voted 100,000dols. for Irish relief. The Russians are sending torpedo boats and war material to Port Olga Bay, abandoning "Vladiovostock. Russia in the China Seas. It is rumored that the Russians are arranging with Japan for a large shipyard at Nagasaki. As the dispute between China and Japan is still unsettled, and as China talks of refusing to ratify the Muldja treaty, Japan may accept the proposal of Russia. The Irish Members. The Irish "Works debate in the House of Commons derived its chief importance from the Irish members prolonging the discussion to shelve Mr Newdegate’s motion to prevent obstruction. The Government was thus induced to replace Mr Newdegate’s motion with a resolution of their own. It is believed that they are desirous of appealing to the country on the “Anti-obstruction” cry.
