The House of Commons has been prorogued.
The South African Colonies.
The Ministry lias announced that a series of resolutions would he brought forward in favor of a confederation of States in the South African colonies. Cape Affairs. Latest intelligence from the Capo of Good Hope states that the House of Assembly has been prorogued. The Colonial Secretary announced a series of resolutions, with a view of the confederation of the whole of tho South African colonies. February 12. Russia and Persia. The “ Journal de St. Petersburg ” contradicts the statement that Persia has been released from her treaty obligation not to occupy Herat, and declares in positive terms that if Persia rejects tho friendship of Russia for that of England she does so at her peril. Russia in the Pacific.
Tho statement obtains currency that Russia will further increase the strength of her tleet in the Pacific. Persia and AfghanistanPersia proposes that a Commission ho appointed to define the north-eastern boundaries of her territories. In the meantime she states that it is her intention to occupy tho Afghanistan province of Sustau, and eventually Herak. It ;s also generally believed that Great Britain has assented to this arrangement. [MELBOURNE “ ARGUS ” SPECIAL.] February 12. The Flying Squadron. Tho Plying Squadron leaves England in April or May, and will probably visit Australia. Earl Clan William is commanding. It will include the Bacchante, hut it is uncertain if tho Princes will
remain in her. The ChimborazoThe Chimborazo, after undergoing repairs, sails on Monday. [MELBOURNE “ AGE ” SPECIAL.] LONDON, February 12. Australian Meat. The “ Pall Mall Gazette ” congratulates Australia on the success of the Strathlovon experiment, which relieves England from dopendenco on foreign countries for her food supplies, though making additional competition for tho English farmers. There is a report that by treaty Persia takes Herat, and assists England against tho Afghans, and that a railway will bo made to Teheran from tho Persian Gulf.
