[REUTER’S telegrams.] LONDON, February 5 The Queen’s Speech-
Parliament was opened to-day by the Queen in (person, who read the speech from the throne. She said that foreign relations were friendly, and the prospects of a pacific nature, though much remained to be done to repair the disordered state of affairs in Turkey. The unsettled condition of affairs in Afghanistan rendered the recall of the troops impossible at present, but the principle previously adopted by the Government is unchanged. The Government have determined to maintain a strong frontier They desired to maintain friendly relations with the rulers and people of Afghanistan. It was hoped that an African confederation would soon be brought about. The speech referred to the measures which the Relief Bill provided for advances from the church surplus, and it expressed a hope that Parliament would revise the Criminal Code, Bankruptcy and Land Bills, enlarging the powers of owners of settled land and simplifying the system of conveyance. The Mails. The homeward English mail via Brindisi was delivered to-day. Bank ReserveThe total reserve in notes and bullion in the Bank of England is £15,810,500. Executions in Afghanistan. General Roberts telegraphs that only those who attacked the British Residency and committed murder have been executed. February 6. The Address in Reply.
