ST. PETERSBURG!!, January 16. Germany and Russia.
The Russian Government, replying to the representations of Germany, has officially denied the reported affray between Russian and Gorman officers at Kalisch, and has also denied the statement made regarding the massing of Russian troops on the German frontier. BOMBAY, January 16. Afghan Affairs-
It is officially announced from Cabul that the appointment of General Si r Frederick Roberts as military Governor of the city has been abolished, in order to give confidence to the Afghans that England desires the peaceable settlement of the affairs of the country. Wali Mahomed has been appointed admistrator of the city of Cabul. LONDON, January 16. Serious Accident-
A serious railway accident took place to-day at Orniskirk, Lancashire. Seven persons were killed and thirty seriously injured. Central AsiaReports have reached here respecting renewed fighting between the Turcomans and the Russians. The latter, it Is said, have been defeated, and have been compelled to abandon Tchikislar, the place from which the Russian expedition to the Turcoman country originally started. PARIS, January 16. French Politics. A new French Ministry is announced. Its programme for the present session, and the measures to be introduced comprise laws for the control of the Press, and a now Education Act in place of MJules Ferry's Law. Germany has complained to Russia in consequence of the affray between some Russian and German officers at Keiglish during a political discussion at dinner, which ended in a wrangle. ST. PETERSBURG, undated. Duelling in RussiaA nobleman nearly killed the editor of a newspaper in a duel. Riots at Pesth. Nightly riots are occurring at Pesth in consequence of the popoulace attacking the Nobleman's Club. Several have been killed and wounded. CAIRO, January 16. Egyptian Finance. The Controllers have made their report on Egyptian finance to the Khedive, who has accepted their recommendations. The Controllers are arranging the organisation of the Department.
