A QUARANTINE FOR HORSES.
There are two horses, Clydesdales, on board the barque Remonstrant, lying at No. 5 Jetty at Lyttelton. It It is ten days since the vessel was brought to the wharf, but up to Saturday the owner of these animals, who was a passenger from Glasgow in the Remonstrant, had been unable to obtain the requisite authority to land them. It appears that he neglected to arm himself with a certificate when he purchased the horses in Glasgow, hence "their detention. It has, however, been held that, if it is necessary to enforce the law against importing horees and cattle indiscriminately, some proper provision should be made for placing them on a suitable quarantine ground, and either Ripa Island or Quail Island should be used. Certainly where, as in this case, there is a prohibition enforced against permitting the animals to be landed, the authorities should be consistent and not allow them to be stabled for ten days immediately alongside one of the wharves on which several horses are employed daily.
