SYDENHAM BOROUGH COUNCIL.

Tho usual fortnightly meeting of the Sydenham Borough Gounod took placo list evening at 7 p.m. Prcjent—His Worship the Mayor, and Crs. White, Andrew, Hill, Pavitt, flhierlaw, Wioholls, and Charters. Or. Shierlaw made tho customary declaration before taking his seat.

The minutes of the previous meeting were read and confirmed. , A letter was read from tho town clerk, notifying the return of W. S. Sbierlaw os a councillor for the borough. A letter was read from tho clerk to tho Heathcote Bond Board re insecure state of Wilson’s brilge for heavy traffic, and asking the Council to furnish the Board with the design of tho proposed new bridge, cost, It suggested that tho bridge should be built of concrete, similar to one being erected on Colombo road. Eeferred to the works committee. The secretary to the Drainage Board wrote, forwarding a cheque for £4O 4s 2d, amount due for collection of rates up to November Ist, 1879. The letter was ordered to bo received. The works committee reported that they considered a map of the borough for gale to the public should be undertaken outside the Council. The committee recommended the Council to take the first step necessary to compel tho ratepayers abutting ct> Palsgrave and Stevens streets to form and metal thorn, under the provisions of sub-section 2 of section 210 of the M.C. Act, 1670. They also recommended to pay half tho cost of deed of submission re Beattie’s contract. The report was received and adopted. The sanitary committee reported that, as an appendix to by-law No. 1, they would recommend tho Council to pass the following resolution, viz. That tho inspector of nuisances be instructed that in all cases where ho may have served notices to n ! ter the construction of any privy or privies, under the provisions of by-law No. 1, tho o wner of such privy or privies shall provide the same with a closet pan or pans of the a imo description as may bo procured at iho ciUoo of tho Council, or as may bo directed iu writing by tho inspector. And the owner or occupier of any dwelling-house or ether tenement using such privy or privies shall causa such p m or pans to be emptied and thoroughly cleansed at such time and in such manner as the inspector in writing may direct. 2. Any night soil, dung, ashes, slops, filth, or rubbish of any kind which may be upon any premises shall bo removed from euoh premises or otherwise disposed of by tho owner or occupier thereof at such time and in such manner as the inspector may in writing direct.” It was moved by Or. White, seconded Councillor Joyce, and carried —“That the resolution contained in the report bo adopted.” The finance committee reported that the receipts and expenditure for the last fortnight were as follows: —Receipts —Rates, £123 2s Id ; commission for collecting drainage rates, £4O 4s 23 ; sale of closet pans, £1 2s ; total, £164 Si 33 ; accounts passed for payment, £412 7s Id ; credit balance at Bank, £llß4 12s lid.

The report was received and adopted.^ Cr. Joyce moved the resolution standing in his name—“ That tho time had arrived for the division o.£ the Borough into wards, and that the proper stops be taken by tho officers of the Corporation for carrying tho same into effect.” Or. Andrews seconded the motion. Or. Pavitt was averse to any alteration of tho existing system. Or. Andrew while agreeing with the remarks generally of tho mover, did not agree with tho exact division ns defined by him. Several of tho councillors thought that tho alteration should come from the public, whose wishes should be learned through the medium of a public meeting. Cr. Joyce said it had been said by Councillor Hall that the matter ought to emanato from the ratepayers. Well the Council represented the ratepayers, and it was within the Council’s province to initiate and carry into effect the proposed division. Cr. Andrew pointed out that before long a public meeting would bo held to consider the question of the loan, and that would be a good opportunity to discuss tho ward system. Or. Langdown for one would vote against the ward system, as the time was not ripe for it. Many localities had not had a penny laid out on them, and what would they do if divided into wards.

A discussion took place on the legal position of tho Council in the matter, it being tho opinion of the Mayor that tho Council had no power to make the change, but that it must be by the action of the ratepayers by petition to the Governor. Cr. Joyce said the object of his resolution was not to do anything contrary to the law, hut rather to obtain an expression of opinion from the ratepayers as to the desirability of making a change which he thought would be greatly to the interest of the borough. On the suggestion of Cr. Hull, Or. Joyce altered his resolution to the following : —“ That it is desirable tbot the borough be divided into four wards, and the ratepayers be recommended to act on the suggestion herein.” Cr. Nicholas seconded tho motion, which was carried. Messrs Goodwin and Smith waited on the Council as a deputation from the inhabitants of the locality known os Reece’s road, running from Montreal street to the Windmill road, to call at'ention to the state of the road and the necessity for its formation, &c. Cr. Joyce moved and Cr. Langdown seconded — 11 That the deputation bo referred to the works committee.” Mr Goodwin stated that the road was in a Tery disgraceful condition ; all tho residents were in favor of steps being taken for its formation but two, and it was in consequereo of these standing out the present application had been made. The motion was put aud carried.

Or. Pavitt moved—“ That the clerk bo instructed to advertise that dog collars and kerosene licenses are ready for issue, and must be taken out without delay.” Cr. Andrew seconded the motion, which was agreed to. Cr. Andrew said he understood that at the present meeting of the Council the report of the joint committee re the loan was to be brought up. He bad hoard nothing said about it, and ho should liko to know why. Or. Charters said, as chairman of the committee, they thought better to wait until the 15th January, when the new rate roil would be in.

The matter then dropped. In reply to a Councillor, the Mayor recapitulated the substance of the interview between the deputation from the Borough and Mr Bollcston re the establishment of a Court of Petty Sessions, and the establishment of a post and telegraph office in the Borough.

The Council went into committee to consider the report of the street naming committee relative to the names of tho streets which they had marked on the plan, preliminary to notice being given fertile adoption of the same.

On resuming, tho Council transacted some minor business, and adjourned.
