The Revolutionary party is active in tho Spanish provinces. The Government has ordered the arrest of the loaders. Tho party includes many military officers. [MELBOURNE “AEGUS” SPECIAL.] LONDON, December 21. The DissolutionAn impression is increasing that Parliament will bo dissolved in spring. The Melbourne Exhibition. The Italian Embassy are pressing for tho extention of time for the intended despatch of exhibits to Melbourne by a man-of-war. One thousand exhibitors are expected. The Dutch have voted £I7OO. Belgium is backward. [reuter’s telegrams.] LONDON, December 19. Beat Australian mutton tallow, 39a 6d. There is a serious famine in Silesia. December 20. The Policy in AsiaAt a Conservative meeting at Lsods, Sir Stafford Northcoto made a speech, in which he stated that tho policy of the Government was unaffected by Afghan affairs, and that it would continue to be defence, not annexation. December 21. Cape HewsThe latest news from Cape Town states that tho British troops had taken tho stronghold of Secocoeni. Two officers were killed, and four wounded. CALCUTTA, December 20. The Afghan WarGeneral Gough arrived at Jagdallak unopposed yesterday. The Ghilzais are numerous, and hovering about, but were a disorganised rabble. Tho other tribes are quiet. Norman is rapidly advancing. December 21. Tho latest intelligence from General Roberts, on the 18th, reports all well. No further fighting has occurred, and ho is remaining on the defensive at Shorpur. General Roberts urges Gough’s immediate advance in light order, and says he will meet with no opposition, and when reinforcements arrived, can settle Cabul affairs without difficulty. Gough left to-day, with 1400 men, and four gnus. Tho road to Cabul is reported clear.
