LYTTELTON HARBOR BOARD.

The usual meeting of the Harbor Board was held at 2 p.m. Present —Messrs H, P. Murray-Aynsley, H. Sawtell, D, Craig, R. Allan, and O. W. Turner. On the motion of Mr Allan, Mr Aynsley took the chair.
The acting chairman’s report was read as follows:
The following sums have been paid into the Lyttelton harbor fund account since our last meeting : —Wharfage, £955 2s ; pilotage and port charges for October, 1879, £53815s j towage, warps, rent, &c., £lls 16s ; total, £1609 13s. The Harbor-master’s return of vessels entered inward and outward for the month of October is before you, also the towage return for the same month. The dredging return for the month of October is on the table, the work done being as follows :—162 barge loads, amounting to 29,160 cubic yards, or 40,500 tons. The dredging to the eastward of the Screw Pile Jetty is now finished, and soundings are being taken over that portion of the harbor, and the result will be laid before you in due course. The dredge is now at work between the Tunnel Jetty and No. 3 Intermediate Jetty. Acting under the instruction of the Board, the committee opened the tenders for the alterations, &0., to the Gladstone shed, and Messrs Hollis, Williams, and Green’s tender, £2572 12s 9d, being the lowest, was duly accepted, and I will ask the Board to confirm the action taken, and order the affixing of their seal to the contract. You will be glad to learn that the work is being rapidly proceeded with by the contractors. I had to arrange for the removal of the guns, &c., from the shed, the Government paying the cost. A number of accounts for payment will be laid before you. An offer has been received to borrow the amount of £IOOO sinking fund, which is now ready for investment. This application will _be laid before you. Our chairman has, within the last few days, seen Dr. Lemon in reference to laying the cable at the Heads, and authority has been given to send it down from Wellington by a sailing vessel, the Board paying the cost. Dr. Lemon will himself supervise the laying of the cable. Messrs Harper, Harper, and Boott have furnished their opinion as to the limits of the Harbor Board’s jurisdiction in the Port of Lyttelton. The opinion will be read. Accounts to the amount of £302 15 s 2d were passed for payment. Mr Turner moved—“ That the tender of Messrs Hollis, Williams, and Green, for alteration of the Gladstone shed for £257212a 9d, be approved by the Board, and the seal of the Board affixed thereto.” Mr Craig seconded the motion, which was agreed to. The letter of the Inspector of the National Bank was referred to the finance committee to reply to. The Harbor Master’s report as to the number of vessels entering into the Port of Lyttelton, and the dredging return, was laid on the table.
A letter was read from Messrs Harper, Harper, and Scott, stating their opinion that the Board had a right to exercise authority within a radius of five miles of Balnni Point, not going easterly to take in the estuary of the Avon, nor westerly to take in Banks’ Per insula. A letter was read from the Lyttelton Pire Brigade Demonstration Committee, stating that any donation tho Board might choose to gire in aid of their annual demonstration would be gratefully acknowledged. It was resolved to reply that, nowever willing the Board might be to contribute towards the object spoken of, they were unable to vote any money for tho purpose. Mr Allan moved—“ That, in compliance with the petition of the residents of Governor’s Bay, and the recommendation of the engineer, the harbour improvement committee be requested to have plans and estimates of the jetty at Governor’s Bay for the consideration of the Board.” He might say that a letter had been received from the chairman t£ the Port Victoria Boad Board, stating that if the jetty were erected by the Harbour Board the Boad Board would make a track leading therefrom to the main road. Mr Craig seconded the motion. After some discussion the resolution was ultimately carried in the following form: — “ That the harbor improvement committee be requested to have plans and estimates of the jetty at Governor’s Bay prepared for the consideration of the Board.’ The Chairman explained that the Engineer had not yet been able to prepare the plans of tho boat landing at Officer’s Point, but they would be ready for next meeting. On tho motion of Mr Turner, the Board adjourned to Thursday, the 4th December, at 2 pan., in Christchurch.
