THE SOUTH TOWN BELT.
MUNICIPAL CONFERENCE. Tho conference between the City Council and Sydenham Borough Council was resumed last evening. Present City Councillors : His Worship tho Mayor, Ors. "Vincent, Ayres, Hulbert, Gapes, England, Taylor, and Lambert. Sydenham Borough Council: Ors. Brown, Charters, Pavitt, Joyce, Hall, and Andrews. The Mayor of Christchurch occupied the chair. Or. Charters said the following resolution had been passed at a'meeting of their Council —“ That the boundary of the Sydenham borough be the centre of the South town belt.” Some discussion ensued, after which The Mayor said that Or. King, who had moved the resolution at their committee meeting, had been called away to Dunedin, but had ashed Or. Ayers to propose it. Or. Taylor opposed tho resolution of the Sydenham Borough Council, and intimated his intention of supporting Or. King’s motion for altering the Act so as to put Borough Councils on a similar footing as Boad Boards as regarded boundaries. The town clerk read tho resolution as follows :—“ That the Municipal Corporations Act be altered as follows “ The Council of the borough may recover from the Boad Board of the road district, borough, or municipality of which any such road is also a boundary a half share of the cost of forming, shingling, or metalling, channelling, asphalting, and maintenance of such road, where such or any part are necessary.” Cr. Taylor moved the resolution as an amendment. Or. Ayers seconded the amendment. Cr. Gapes dissented from both amendment and resolution, and stated that what he should like to see was an amendment introduced into the Act, making the adjoining borough, liable for a fair proportion of the cost. After some discussion, Cr. Brown asked that tho second resolution, of the Sydenham Borough Council might beread, so that they might have all the propositions before them. The Mayor acceded to the request. Hemight say at once that the City Council were unanimous as to not allowing the boundary to be in the centre of the belt. Cr. Andrew then read tho second resolution of Sydenham, as follows : boundary of Sydenham on tho north be the north side of tho side channel, on the south side of the Christchurch Town bolt.’’ He thought this would bo a piacfieal solution of the difficulty. Or. Hall supported the proposition cf Or, Andrew. Some further discussion of a conversational character having taken place, Or. Gapes moved another amendment, the effect of which would, be to substitute the words “ reasonable share of the cost of such work ” instead of filing at one-half, as in Cr. Taylor’s amendment. Some further discussion ensued and, ulti~ matoly, Or. Joyce rose and said that the Sydenham Council while thanking the City Coune.il fur the lime spent by them on this subject, yet could not help, thinking that the City Council had been most illiberal in their dealings with tho Sydenham Counc-i. Ho should move—- “ That tbs conference adjourn sine die ’* The Mayor said that the City Council had endeavoured to meet the Sydenham Council in every way, but had failed. I2e trusted tho time would come when the representatives of the people would look ut this matter in a more statesman-like manner, and that Christchurch and Sydenham, would be amalgamated into one. Or. Charters seconded the motion of Cr. Joyce, which was put and carded, and the. proceedings terminated,
