Turkey has issued a circular to the Great Powers, stating the position in which it is placed, and giving the reasons of tho delay in the work of introducing reforms into Asia Minor, as promised by the provisions of the Berlin Treaty. LONDON, November 4. The Government Policy. At a Liberal meeting at Grantbara, Mr Lowe condemned tbo policy of tho Government, and stated that if tho Liberal party returned to power they would resume tbeir former policy. England and Turkey. Musurns Pasba, tbo Turkish Ambassador, asked Lord Salisbury to explain the presence of tho British fleet at Yolo, and tho menacing attitude of tho British Government. ST. PETERSBURG, Nov. 5. The Russian AmbassadorCount Schouvaloff, Ambassador at London, has been recalled. NEW YORK, November 5. American Politics. The State elections have boon carried by the Republicans in the Northern States by an increased majority. LONDON, November G. English Trade. The railway traffic returns are rapidly improving, and trade generally is reviving. The Mediterranean Fleet. In consequence of representations to tho Government by tbo Turkish Ambassador, promising the immediate execution of reforms in Asia, tbo despatch of the fleet to Yolo has been countermanded.
