KAIAPOI.
The fortnightly meeting of this Council, for dispatch of ordinary business, was held on Tuesday. Present —The Mayor (Mr Blackwell), Ors. Moore, Mathews, Woodford, Pinching, Monk, Eraser, Wearing, and May. Letters were read—From Dobson and Son, in reference to inspecting and furnishing report on the Waimakariri, north bank, opposite Waimakariri Board's protective works. From Mr W. Fraser, stating his wish to lay concrete under verandah of his store, and asking Council to contribute usual one-third. Referred to works committee, with power to act. From Hon. O. O. Bowen, acknowledging receipt of resolutions from representatives of local bodies in reference to feared overflow of Waimakariri, and promising to take action. From town clerk, Ashburton, asking for copy of lease of endowments. Ordered to be furnished. From Treasury, stating subsidy would be paid at an early date. From Commissioner of Railways, in reference to alterations to railway platform, stating he was not aware what the Council referred to, the Government not having, so far as he woe aware, authorised any extension of the Kaiapoi railway platform. Councillors expressed surprise at the statement in this latter. From Colonial Secretary, acknowledging receipt of resolution asking leave to sell cemetery reserve and purchase a better site, stating the matter would have early consideration from Government. Or. Woodford reported the drain and one culvert in Beach road drain was satisfactory, but the capacity of the outfall culvert was only 7ft. 2in. for a 15ft. drain. Consideration deferred. Cr. Fraser, chairman finance committee, reported the fortnight’s receipts to be £7 10s. The present overdraft was £394 7s 2d. Accounts, £l2 Bs, were passed for payment. Tenders were opened for forming Meadow road and footpath, and one at £24 10s accepted. Tenders were opened for footpath from Swing bridge to market reserve on Charles street. It was proposed that fresh tenders be invited. Ultimately a tender, £29, was accepted. Cr. Pinching moved, Cr. Moore seconded—“ That the attention of the Public Works Minister be called to the fact that the promised extension of the Kaiapoi railway platform has not been carried out,” Carried. Or. Ellen moved—“ That the member for the district be desired to draw attention to the letter in which the Council asked the Premier (Sir G. Grey), on 15th October, 1878, to have £IOOO placed on the estimates as compensation to the borough for damage sustained through the railway works, and move that the same be paid.” Cr. Woodford seconded. Carried. It was decided to ask for information respecting the promised railway siding. Or. Pinching drew attention to Feraki street side channels. Or. Wearing hoped the footpaths in this street would soon be kerbed. It was resolved—“ That the clerk advertise that all rates not paid by December 31st would be sued for.” The Council then adjourned.
