BRISBANE, Septeraer 24. . It wan resolved by the Assembly that the time had arrived when export duties should be imposed on certain articles leaving the colony. This especially applies to cedar, of which a million feet were going South, and the scrubs being exhausted with small advantage to the colony. Difficulties were likely to arise between the Council and Assembly last week. The Council made important amendments in the Divisional Boards Bill, which the Assembly hold are not within the power of the Council to make, having the effect of shifting the Incidence of Taxation. The Council, however, for a time insisted on their amendments, and maintained they have power by a Constitution Act to amend any Money Bill. ADELAIDE, September 24. Mr Higginbotham reports that the railway system is disjointed and incomplete, but that a yearly improvement may be looked for, and ultimately a largo railway revenue. The cheapness of construction is favorable, and new and profitable extensions will be’undertaken. The railways will be self-supporting in ten years.
