[eeutee’s telegeams.] CONSTANTINOPLE, August 25. Owing to tlie financial strain the Porto is disbanding tho reserve troops (Redifs). LONDON, August 25. Rains and floods continue, causing great devastation. There are gloomy anticipations regarding the crops. [Via Bluff.j MELBOURNE, August 20. The Budget debate is still proceeding in the Assembly. At St. Ormonde, a large meeting passed a resolution condemning the Government policy, and there are other indications, both in the town and country, that the Government are not as strong as they were. The education question is causing a good deal o£ interest and discussion. A meeting last night was convened by the Bishop of Melbourne, when the representatives of Protestant denominations agreed that religious teaching should form part of tho education of the young. It was agreed that the present time would be inopportune to test the feelings of the country on tho principles of the Education Act, it being thought that the clashing of the question with the important one of constitutional reform would not result in its being fairly dealt with on its merits. At Ballarat a large meeting expressed continued adherence to the Education Act, A good deal of rain has fallen, but much more is required, as the total rainfall for the year is still a long way below the average. There is little or no betting on the Melbourne Cup. Le Loup is still best favorite. The robbers of the Lancefleld Bank were arrested at Sandhurst, with £IOO in their possession. Their names are Samuel Lowes and Charles Bray. Tho former had been previously convicted, and recently committed a murderous assault and robbery on an Italian. Bray is unknown to the police. Both men are very harmless in appearance, but Lowes assumed an impudent demeanor. The police had been quite out, suspicion resting on two very different persons, and the black trackers were said to have followed up tho tracks to a locality which the prisoners never visited.
