[By Telegraph.] press agency. The principal event in domestic politics at home is the introduction by the Lord Chancellor of the Irish University Education Bill. It makes no addition whatever to the existing number of Irish Universities. Trinity College and Dublin University will be left as they are, and Queen’s College will not bo troubled. But in place of Queen’s University there will be created an institution at which all comers, irrespective of creed or school or college, can, if duly qualified, obtain a degree. At the present moment Queen’s University is only open to members of Queen’s College, and the effect of the measure will be to giro Ireland institutions exactly corresponding with the London University. It will be simply an examination society, and will not, unless some changes are introduced, carry with it any endowment. The want of endowment, however, renders the Bill very unacceptable to the Irish as a substitute for the O’Connor Bill, with which object the Government introduced it. Nor is it believed it will pass unless provisions for endowment arc made.
Some fresh stringent regulation* for the control and conduct of studies in Russian public schools have been issued. The eruption of Etna has subsided, but has been followed by an earthquake, which caused great loss of life and destruction of property. Tenders for the City of Christchurch, New Zealand, District Drainage Loan of £200,000 were opened on June 27th at the Bank of New Zealand. The total amount tendered for was £350,000, at prices ranging from a minimum of £lO3 to £lO7 10s, Tenders at and above £lO6 received allotments in full.
The creditors of Fleming, Smith, and Co, have been made an offer of a composition of 2s in the £. All documents and assetsbeyond the amount offered are being transferred to the City of Glasgow Bank liquidators. The transport to Siberia of a thousand political prisoners, accumulated during winter and spring, has begun, now that the Volga is fairly navigable. Cashmere is suffering terribly from famine and cholera.
The King of Burmah massacred another batch of relations, the sons, wives, daughter, and uncle of Prince Uyoung. Efforts are being made at Madras to encourage emigration from that presidency to the Australian colonies. _ • Cholera continutcs to a serious extent in the north-west and casualties among the troops marching down from Afghanistan are very serious. The bonds of the Lyttelton Harbor Board loan were opened at the National Bank of Now Zealand on July 2nd, no tenders being received at less than £lO2 for any £lO9 debenture. But little interest was taken in the proceedings, and tenders were generally for only a small sum. The largest applied for in any one tender was £4OOO. All applications will thus receive in full, and it was announced that further tenders would bo received for the balance at minimum.)
