Tho speech says foreign relations are friendly and cordial, and tho Treaty of Berlin has been fathfully executed by the signatories. The calamaties of war have prevented the execution of reforms in Turkey. Tho British Government continues to urge the execution of those reforms upon tho Sultan. Mismanagement in Egypt compelled the change in the ruling Prince.
The frontier tribes and tho Amoer of Afghanistan guarantee the safety and peace of India, while the frontier is strengthened. The Government trusts the recent successes in Africa will lead .to a speedy conclusion of tho war, and the permanent establishment of peace. No mention is made of tho Greek question. Tho Chancellor of the Exchequer, in reply to a question, said that in consequence of tho great excitement now prevalent on the frontiers of Thessaly and Epirus, the Turkish and Greek Governments had strengthened their forces. The British Government did not consider it necessary to mention Greece in the speech. August 16. Later Cape news reports that Cetewayo has asked the British Commandor-in-Chief if, in tho event of his surrendering, his life would ho spared. An affirmative reply has been sent to him. VIENNA, August 15. Tho official “ Gazette ” announces the retirement of Count Andrassy to-day. CAIRO, August 15. Samili and All Said, Pachas, have been appointed Commissioners in Egypt, to act on behalf of tho French Government. The promulgation here of a firman by tho Sultan, investing Prince Tewfik with sovereign power, was enthusiastically received by tho people.
