RANGIORA BOROUGH COUNCIL.
The fortnightly mooting of was Leld for despatch, of ordinary business on Friday evening. Present Tho Mayor (Mr H. Blackett), Couneilli-rs Burt, JofinstoD, Boyd, White, Lilly, and Luxton. Letters were road —From Mr Clark, solicitor, forwarding opinion relative to tho claim from C. Pemberton's estate, to the effect that tho Council need not pay oarne till it was claimed in a legal way. From Mr B. Atkinson, giving permission to drain through his land till a permanent system of drainage was decided upon. From Mr Bnekham, offering a site for gravel pit at. £9O. From Mr W. Noble, claiming for repairs to surveyor's instruments. From Secretary Charitable Aid Board, for■warding statement of tho aid and hospital cecounts for past year. With reference to the case of Mrs Fennel!, for relief, on the motion of Councillor Boyd, seconded by Councillor White, tho particulars of same were ordered to be forwarded to Mr J. E. March. The Mayor advocated the idea of tho borough undertaking its own charitable aid matters, and asking for tho Government Bubcidy towards iaai?. A petition was read from Mr P. O'Connell ard eighteen ethers, requesting the Council to shingle School street and footpath ; also, George end Church Streets. Councillor White moved—" That tho path be v.ot formed," maintaining that it would be offering a bad precedent to do this work. Councillor Lilly moved, Councillor Eoyd seconded as an amendment—" That tho path bo formed, as material is forthcoming." Tho latter was carried. Councillor Boyd moved, Councillor Luxton secocdeJ—•" That the shingling of the streets be deferred, it being inadvisable to undertako tho work at present." Carried. The surveyor's report was read, which stated the works committee had inspected tho gravel pits and drair.ago of the southern pr.rt oC the borough. It had been decided to Fence tho bridge in Brook Etrcet and two culverts on Eiuh &troet, with tho sanction of tho Council. An arrangement had been come to with tho Bor.d Board to defer carting metal for roads till the ronds ■svero dry. The Board was willing to join with tho Council in formation of the boundary roadß. For the drainage of Brook street it •vraa recoinri-enled that a 2ft. Gin. concrete and brick culvert bo put in, removing the old bridge, and filling up the old stream bed, the expense to be borne jointly by tho Board and Council. The Board ccukt not assisL in putting a bridge over North brook to private sections. The workmen had been engaged in laying pipes near Plough Inn and King deepingly channels, and forming paths. Levels had been taken from Good to "Victoria etrects, but the drainage had not been begun, The drainage would have to to Leeehe'a street, and past Matson, iiuss and Co.'s. Should the Council confirm tho work it would bo put in hand so soon as pipes came from Christchurch, but was not looked on a 3 permanent. Buckley's contract for shinglo was nearly finished, and while tho men wore screening Bhingle the committee recommended tho delivery of metal for High streot. The committee allowed King 10s a chain to throw back the best crushed shingle, before completion of contract to re-shingle Ashley street, which would effert a great saving. Councillor White moved, Councillor Lilly seconded—" That the offers of site for gravel pit are all too high, and be declined." Carried. On motion of Councillor Boyd, rcconded by Councillor Luxton, it was seconded, to fence the bridge. On motion of Councillor Beyd, seconded by Councillor White, the recommendation to jhingle East townbelt to. Councillor
Boyd spoke strongly in favor of the adoption of a thorough system of drainage, and moved — "That the report of the engineer on the drainage be brought forward at next meeting, and the surveyor report on the best means of carrying out an efficient drainage os soon as ho can do so." Councillor Lilly appioved of the motion. Councillor Burt stated he had always considered this was the best course to pursue, namoly, to make the drainage on a permanent system. Tho motion was carried. Councillor Boyd moved, Councillor Johnston seconded—"Thatßrook street culverts remain as at present." Councillor Burt moved, Councillor Lilly seconded —" That a culvort be taken at an angle from Mr Lilly's fenco across to Mr Manning's, the old course to be filled up." The amendment was lost, and the motion carried. The credit balance at the bank was reported to be £707 14s 2d. Accounts amounting to £l7l Oi 3d were passed. The valuer placed the rate-book beforo the Council, which was examined and signed. The Counoil then adjourned.
