Some short time since we called attention to the Intercolonial Juvenile Industrial Exhibition which it is proposed to hold in Melbourne during the presont year. Tho scope of tho Exhibition is to encourage and develop mechanical and artistic talent in tho youth of the colonies, by offering premiums for articles exhibited in the departments of art and manufactures. Since writing the article alluded to, further information of tho project of tho committee has come to hand. It has been found necessary to further extend the time originally fixed for receiving exhibits. The date of admission has now boon extended to the last week in November, so that any youths in Christchurch who may desire to compete will have plenty of time to complete their work. The project is one so manifestly to tho interests of the community at large, that we trust an effort will be made to have New Zealand adequately represented. Last year tho only district that competed was Dunedin, from whence some creditable exhibits, both in arts and manufactures were sent. It must be remembered that the young artisans of tho colonyjnow growing up are those who will ero long form the great body of our industrial classes. It is, therefore, of the highest importance that they should be encouraged to develop what particular talent they may have, either in their specific businoss or beyond it. The timo is rapidly passing away when the workman dopends solely on mere manual skill. In England and on tho Continent tho establishment of schools of design and other institutions of that nature has proved a potent agent in educating tho taste of mechanics, and the result is seen in the marked improvement which has takon place of late years even in tho commonest articles of domestic uso. "We havo, at present, no schools of design, but in competitions like the proposed Exhibition, we havo the means of educating and elevating tho tastes of our workers; of stimulating them by a healthy rivalry to take a higher intorest in their daily labours, and thus not only to benefit themselves but the community in which they live. It might woll be that working for such an Exhibition would bring out tho talent of many a young artist or designer who has hitherto, from want of inducement, never tried to go beyond his every day groove. And, besides, the work necessary to produce exhibits will afford employment for leisure time which otherwise might bo squandered far loss profitably. All great Iranian achievements, says a clover but somowhat cynical writer, may be traced to tho love of praise, as all great human disastors may be traced to tho love of pleasure. It is a great thing to awakon dormant ambition in a clever lad; ambition, we mean, of a legitimate charactor, and all institutions that tend in that direction are woll worthy of support, particularly whon they tend also to neutralize tho many temptations that lie in the path of colonial youths by giving them recreation of an intellectual character. The project of the Exhibition indoed commends itself to all interested in the well being of tho community, and we trust that some stops will be taken to form a local committeo here, so as to afford every information and encouragement to intending exhibitors.

The date for hearing the appeals against the valuation under the Land Tax Act of IS7S, having been fixed for certain days during the ensuing month, it may, perhaps ho well to shortly put before our readers the clauses bearing the course of procedure. The constitution of the Court before which such appeals are to be heard, is defined by the 33rd clause of tho Act. It is there provided that the Courts constituted under the Rating Act of 1876—that is, tho Courts before which the appeals against Borough and Road Board rates are hoard—shall be tho tribunals to determine tho appeals under the Land Tax Act. The list of objections having beon made out by the Deputy Commissioner, will be heard in tho order in which they have boon lodgod. The valuers for the districts may appear in support of their valuation, and it is also provided that objectors may be represented by Counsel. All books, papers, &c, respecting the valuation aro to be produced by tho valuers. "When the objections have been hoard and determined, the valuation list then formed is delivered to tho valuer and transmitted by him to the Deputy Coin-

missiouor of the District, who, taking the various lists, forms thern into a combined list, called the Land Tax Register. It is competent at any time for any person to apply to the Deputy Commissioner to romovo his name from the Register on the ground that ho is not the owner of the laud mentioned therein, and in order to support this a statutory declaration must ho mado. Fourteen days before the first day of April and October in each year public notice is to be given of tho time and places whero the land tax is to be payable. Tho hearing of tho appeals for Christchurch commence on tho Sth August next, and it will bo for the persons objecting to take the necessary stops to support their claims.
