BOARD OF HEALTH.

Tho fortnightly meeting of tho Board of Health was held yeoterday. Present—Mr Harman (in the chair), and Messrs Blaiiston, Duncan, Hobbs, and Tanorod. The minutes of the previous meeting were read and confirmed. inspector's REPORTS, A report from tho inspector, dated 30bh of Juno, 1879, was road as follows : 1. Acting under instructions cf tho chairman I served a further notice on Mr Cookson to make the reqnired alterations to the closet on the promises of tho Commercial Hotel, Cathedral square, having first ascertained that tho alleged reason for the delay in complying with n former notice to he as stated by Mr Cookson. The required alterations have been made. 2. I have made enquiry respecting the document bearing signatures procured by Mr Sheridan, St. Albans, candle maker, as evidence to the Board that there is on objection on the part of his neighbours to the business of soap making being carried on in that locality, and find that the signatures are of persons residing in the locality, and that the persons who objected to sign do not wish to prevent Mr Sheridan carrying on his business, and will not complain if no nuisance bo occasioned thereby. I have never had occasion to complain officially, or on complaint, of nuisance from his business as candle maker, and think the business of soap making can be carried on without nuisance. 3. I hive inspected tho locality of Carlton terrace, known as Carlton paddock, Avon district, attention being called to the want of better drainage for surface water. This land is being sold in small lots, and already _ there aro seven houses thereon. I apprehend serious consequences to health if tho locality is suffered to become thickly populated before tho streets are formed, and provision made for house and other drainage. A portion of this land and some land adjoining is a swamp, and as some house drainage finds its way into it, a nuisance of considerable magnitude is occasioned, which must eventually be injurious to tho neighborhood for some distance around. As this swampy land is owned by various owners, I jvould ask the Board’s instructions as to serving notices. 4. I have inspected Mr Horler’s soap and candle works. Ferry road ; a nuisance is caused by the defective drainage, and drainage water accumulating beneath the dilapidated floors of tho building. I desire tho authority of the Board for serving notice under clause 59 of the Act. 5. The water hole on premises of Mr Dnnford, Ensor’s road, is being filled np; he promises to complete it as soon as weather will permit. W. Peaecs, Inspector. The inspector also reported, under date July 14th, as follows: INSPECTOR'S REPOST. 1. 1 beg to report that I havo,_in accordance with instructions, inspected premises owned by Mr Morten, Cathedral square, which include the premises recently tenanted by Mr Lewis, fruiterer, and finding a groat accumulation of very offensive matter, the bulk of it being in the cellar of the last-mentioned premises, I, therefore, served notice on Mr Morten, as the owner, under danse 51 of the Act, to remove it. Tho notice has been complied with. Mr Morten states ho has let tho promises to tenants who will he responsible in future for the premises being kept in satisfactory condition. 2. Also certain premises li natr on tho south side of Peterborough street, referred to by Mr Scott in his latter to the City Council, dated 30th June ulto., and find the ground at back part of several sections flooded. These sections for many years ware drained by a small open ditch through land fronting on Colombo street. This ditch having been, so I am informed, since abont October, 1876, has caused the sections in question to be flooded daring wet weather. As the owner of the land fronting on Colombo street objects to tho ditch being opened, tho occupiers of the flooded land have, so they inform mo, obtained conditional permission to drain through land fronting on Kilmore street. It is necessary something should bo dono without delay, as the water is already very offensive from decaying vegetation. 3. I havo been engaged inspecting in Et. Albans, Bingsland, and Avonvillo districts. Wm, Pearce, Inspector. Tho above reports were considered in the usual manner clause by clause. In regard to Mr Morten’s premises, the Chairman said it was only fair to state that Mr Morten promptly attended to tho matter as soon as notice was served. The Chairman also said ho had instructed tho inspector to act in regard to the matter by request of the Mayor, as it appeared the Council had some doubts regarding the status of their inspector. The reports were adopted. CORRESPONDENCE. A number of letters received in reference to nuisances in different parts of the district were taken into consideration and dealt with. The Board then adjourned.
