SYDENHAM BOKOUGH COUNCIL. Monday, July 7. The usual forinightly meeting of the Sydenham Borough Council took pkee at seven o'clock. Present—His "Worship the Mayor and Crs. "White, Langdown, Andrew, Jones, Hull, Joyce, Charters, Pavitt, and Brown. Before rending the minutes of the last general and special meetings, Cr. Joyce made the usual declaration, and took his seat in the p!ace of the lato Cr. Foster. The minutes were then read. Hia Worship informed the Council of the lesult of the interview of tho deputation of the Council with the Drainage Board, for the discussion of drainage questions. The opinions of tha Board were introduced in a letter which has Twon published. Tho letter was received. SOUTH TOWN BELT. A letter was read from Mr H. V. Anson, pointing to the necessity of a culvert being put across the road, so a* to carry oS the water now standing in the ditch from Selwyn street to Addington. He also drew the attention of the Council to making some standing room on the belt, which is all but impassable. Cr. Hall moved that a copy of the Jelter be forwarded to the surveyor of the City Council, and Mr Anson be communicated with. Cr. Langdown seconded the motion, which was agreed to. NEW ROADS. A letter from Mr E. C. J. Stevens requested the concurrence of the Conncil on tho manner in which the roods were laid out through land shown in an accompanying plan. The letter was referred to the works committee. BOARD OP HEALTH. A letter was read from the Chairman of the Board of Health, informing the Council that Mr Pearce, inspector of nuisances, denies having stated to any one that " they aro' not obliged to tako closet pans." If, therefore, by the expression "to take closet pans " is meant "to use closet pans instead of cesspits," in jnstice to Mr Pearce he wonld ask the Conncil to furnish him with the namej of any residents to whom the statement was alleged to have been made. . On the motion of Cr. Hall, seconded by Cr. Jones, the matter was referred to the sanitary committee. COLOMBO ROAD CROSSING. A letter was read from the Commissioner of Bailways, referring to tho Colombo road crossing. It pointed out that the gates cannot be removed without danger to foot passengers and vehicles using the crossing, as well as to the necessity of a barrier when the traffic is unusually large and much shunting going on. The Commissioner stated that an amount for the improvement of the crossing had been placed on the estimates, which would only be available when they aro passed.^ The letter was received. NEW MEMBEE. A letter was read from Mr C. Allison, Junior, Returning Officer, informing the Conncil that Mr John Joyce had been elected to fill the -vacancy caused by the resignation of Mr David Foster. Letter received. BRIDGING THE HEATHCOTE. A letter was read from Mr Stanley Edwards, re the Council's offer to pay one-third the cost of a new bridge over the Heithcoto, provided the road on the Sydenham side be formed, shingled and handed over to the Council. _ At the same time, while promising to place himself in communication with other interested landowners in the neighborhood, ho did not think the Council's offer would be accepted, as it would involve the expenditure of .£3OO, and it would not pay the landowners to contribute such a largo sum. On the motion of Cr. Hall, seconded by Cr. Jones, it was resolved —"That tho letter be received, and an expression of regret sent to Mr Stanley Edwards that ho cannot see his way to carrying out tho Bcheme of a bridge over the Heathcote on the terms proposed." PHIVATE ROADS A letter was read from Mr John Br jivh, enclosing a sketch of his property near the gas works, as taken from the new mip of the borough, and stating his intention to resist any effort to make the road marked 1 in the plan, a public ground, as being his private property. With regard to road 3 marked 2 and 3 on the plan, they, the Council, were informed were also private ones, the rights of which were purchased by the writer from Sheath's trustees, and he should resist any attempt to convert them into public roads. The consideration of the matter wa3 deferred until the finance committee's report was brought °PWOEES COMMUTES S REPORT. The lighting committee reported that the ■work of erecting gas lamps throughout the borough has been recommenced, and recommend that the letter from the Heathcote Road Board be replied to to the effect that the Council will be willing to pay half the cost of a gas lamp, together with tha erection and lighting thereof, provided it is placed at the corner of Wilson's road, on the Ferry road, but will not agree to pay anything towards the cost of a lamp placed at the corner of the Nursery road. The report was received and adopted. FINANCE. The finance committee reported the receipts ■np to July 7th to b9£,38 6b 3d. Accounts amounting to .£B2 lis 7d were passed for pajment. The djbit balance at tho bank was <£i7 lis Sd. The report was received and adopted. CR BROWN'S LETTER. Cr. Charters moved, and Cr Langdown seconded—" That tho consideration of Cr. Erown's letter be referred to the works committee, with power to act." The motion was agreed to. WATER [supply. The water supply committee's report was read and adopted. BY-LAWS. The by-laws committee's report was read and adopted. The Mayor then read out certain new bylaws, which were moved, seconded, and carried, and a special meeting of the Council was called for Friday next in the Mayor's office, at a quarter past twelve, for their adoption. KEBEKVES. It was moved by Cr. Andrew, seconded by Cr. Jones —"That the Heathcote Road Board bo communicated with, asking them to supply this Council with any information they may have respecting a reserve said to be situate at the junction of the Wilson's bridge with the Gas Works road at Wilson's bridge, near Heathcote." DEPUTY- REGISTRAR. Cr. Joyce moved—" That a letter be sent to the Colonial Secretary requesting him to instruct the Registrar of Births, Deaths, and Marriages, to crcato a registration district under the Act of 1875, tho boundaries whereof to be those of the Borough of Sydenham." Cr. Pavitt seconded itho motion,, which was agreed to. Cr. Joyce then moved —" That tho Council recommend Mr Charles Allison for the appointment of Registrar of Births, Deaths and Marriages for the district of Sydenham. Cr. Andrew seconded the motion, which was carried. Cr. Joyce movod—" That the naming of street committee be requested to bring up a report at the next meeting of Council." Cr. langdown seconded tho motion, which was agreed to. LaEtly, Cr. Joyce moved—" a deputation wait on Mr Dick, Chief Postmaster of Christchnrch, and ask him for hi 3 opinion on the desirability of having a post office and savings bank in Sydenham, and if a favorable reply be received f'om him, that tho Postmaster General he written to, enclosing Mr Dick's recommendation."
