THE VICTORIAN CONSTITUTION, In the Houso of Commons last night, tho Secretary of State for the Colonies 5 in reply to a, question, said that a despatch conveying the views of tho British Government on the "Victorian Constitutional Question has been sent to tho Marquis of Normanby, and would arrive in Melbourne in a few days. He promised to produce at an early date all tho papers in connection with the subject.
