THE KAITANGATA RELIEF FUND.

The following letter and enclosure has been received by the Mayor re the above fund : Dunedin, 4th June, 1879. His Worship the Mayor of Christchurch. I will endeavor to find time to copy scheme prepared by us for submission to a general meeting to be held on the 16th, which if it should meet your views, and I think it wi ! l, might be adopted by your committee, and thereby etrengten our hands. It has a similar bearing to your resolutions more exhaustive. Yours, truly, John L. Gillies, Hon. Sec. XAITANOATA RELIES FBND. 1. As the sum raised by the country for the relief of the Kaitangata sufferers has exceeded expectation, and is more than sufficient for the immediate purposes for which the money was raised, it is expedient that tho capital be made the nucleus of a permanent fund for the relief of similar distress, thus—(') The widows, orphans, and dependants of the men who lost their lives in the Kaitangata explosion ; (2) Tho widows, orphans, and dependants of such as shall lose their bves in coal mining accidents throughout the country ; (3) Such as shall be permanently disabled by coal mining accidents throughout tho country. 2. If at any time there shall remain in the hands of tho trustees a surplus of more than J 2500 from annual revenue, after all claims coming under the above three classes have been met, the committee shall, out of such surplus, grant aid thus :—(t) To tho widows, orphans, and dependants of such as shall lose their lives in mining accidents of whatever kind ; (2) To such as shall be permantly disabled by mining accidents of whatever kind. 3. If at any time there shall accumulate in the hands of the trustees a sum of £ 1500, they shall invest .£IOOO of such surplus revenue as an addition to the permanent capital. 4. The capital shall be vested in a body of three trustees, one of whom shall bo the Mayor of Dunedin for the time being, and two of whom shall be elected by tho general committee. The province of the trustees shall be exclusively to invest the capital, to hold tho deeds and moneys, and pay over to the chairman or secretary of the executive committee such sums as the latter body shall vote, without, however, at any time drawing on the capital. 5. Upon tho death, resignation, or inability to act from absence from the colony, lunacy, or insolvency, of any of the trustees, the continuing trustees shall fill up the vacancy. 6 There shall be appointed, by the general committee, an executive committee of nine persons who shall receive and adjudicate on all applications for relief from the fund, according to tho following regulations : (1) hree shall form a quorum. (2) When there are conflicting claims for relief beyond tho sum at the disposal of tho committee, priority of claims shall be decided in the order of the classes above enumerated. (3) Every application for relief shall be decided at a meeting subsequent to that at which application is made; but tho committee may grant immediately such interim relief as the case may seem to war.-ant (4) In a 1 j ixdicating on applications the committee shall have respect to the actual circumstances of the applicants, and shall not be under obligation to grant aid nnlesa satisfied that parties are not otherwise sufficiently provided for. (5) On the death, resignation, or inability to act from absence from the colony, lunacy, or insolv m- y of any of the executive committee, they shall bo filled up by the committee of tho Benevolent Institution. (G) T. e executive committee shall publish in the public press an annual statement of their proe- edings, and a statement of accounts, duly a iditod. (7) The executive committee shall elect their own ch irm n, and an honorary secretary, who shall rec ive such clerical assistance as may be necessary. 7. Ti e designation of the fund shall be “ Tho Kaitangata Belief Fund.” Acting upon the above the chairman of the Kaitangata Relief Fund Fete has request ed the secretary to call a meeting of the committee, to be held a 1 the City Council Chambers on Thursday evening next, to take the ma'terinto consideration.
