CITY COUNCIL.

Monday, May 12th. The usual weekly meeting was held in the Council Chambers at 7 o'clock. Present— Ilia Worship the Mayor, and Crs. Ayers, Wilson, Tremayne, Binstead, Clifford, Jenkins, Gapes, Lezard, and Cass. FINANCES. The Town Clerk reported the Dr. at the Bank as £1695 2s 10d ; receipts for the week, £lOl 7s 7d ; bills to bo paid, *322 43 10J. Drainage rate account, Cr. balance, £BSB 10s 61. An account of £6OO sent in by Mr Brightling was passed, subject to the finance committee. THB MAYOR'S BEMABKS. The Mayor stated that the half-yearly accounts were now on the table, and that the annual meeting would be held on tho following (this) day. A CORBECTION. Cr. Wilson desired to correct a mis-stvte-ment that had oppeared in the public prints to the effect that he had used the word " eavesdropping " to a member of a deputation. He wished to deny the statement. It was another member of the Council who had used the expression. EXTENSION OF TIME. An extension of time was granted to Mr John Anderson for casting the cylinders for the Waimakuriri water experiment. HOARDINGS. Mr De B.mrbel applied for leave to erect certain advertisement boardings on reserves belonging to the City Council. Cr. Lezard moved, and Cr. Clifford seconded, "That, the application be not granted." After some discussion the application was refused. BITS BOUTE. Considerable discussion took place on the application of Mr Hayward to have two routes for his bus, from the Railway station to St. Albans. Ultimately the application was declined on the casting vote of the Mayor. HORATIO STBEET. A letter was read from Mr S. T. Croft, complaining of the filthy state of tho side channels in Horatio street. The matter was referred to the city aurveyor. A COMPLAINT. A complaint was made by Mr Montagu Kingsford of an overcharge on the part of cabman William Jenkins, No. 74. The report of Ranger Beck was read on the subject, stating that he had laid an information against Jenkins. The report was approved. SURVEYOR'S REPORT. 1. Tenders for the channelling of Oxford Terra n e have been advertised for. so that the work will be commenced in a few days. 2. Enamel name plates for street corners. In order to provide one name plate for every alternate corner of eaeh street, 412 plates would be required, at 9s 3d each, .£2Ol 8s <id. The works committee wishes the Council to decide whether they shall bo ordered or not. 3. A letter from Mr Smart is annexe! hereto, in which he requests to have his depo-dt returned to him. The works committee thought the matter had better be dealt wi'h by tho Council. In the event of the deposit being returned to him, there would still remain about ,£2iioo of his percentages in the hands of the Com cil. 4. The following building licenses have been granted:—Mr Hansen, St. Aeaph street; Mr Wadey, St. Asaph street; Mr Tompkins, (,'ashel street; Mr Lusk, Manchester street; Mr Wadey, Oxford Terrace; Mr Goss, Worcester street. C. W. Walkden, City Surveyor.

After a good deal of discussion on a motion and an amendment, it was resolved to send to England for half the number of name-plates referred to in the second clause. Considerable discussion took place on the third clause; the letter of Mr Smart was read as well as the legal opinion of Messrs Garrick and C°wlishaw, and the agreement and specifications re the asphalting of the city. On the motion of Cr. Ayers, it was resolved that the amount of deposit money (£B9l and interest) be returned, as applied for. The report was then adopted as a whole. SANITARY COMMITTEE'S REPORT. Your committee beg to report that they have inspected tho gully referred to in the medical officer's report of the Local Board of Health, and have also seed Dr. Covard, and find that the gully was not the cause of tho diphtheria at Dr. Coward's, but that the disease was brought there. Dr. Coward having lived in the locality for years, is of opinion that the gully in its present state is not detrimental to health. On examining the gully below St. Michael's Church in Lichfield street, it was found that tho drainage from some small cottages flowed into tho gully, but notice wag at onco given to discontinue it and provide such drainage as will effectually prevent the gully becoming a nuisance. W. Wilson, Chairman. The report was approved after some discussion. inspector's report. This report was read. It recommended that tho chimney stack of Mr Green, bacon curer, should be made higher, or that he have a proper chimney stack. The inspector of nuisances was instructed to ferve Mr Green with tho necessary notice to abate the nuisance, The report was then approved. CAKRIEIia' LICENSES. Or. Lr-ri-U'd moved tho motion o?. which he had given "not ice relative to all carriers of any kind, whether Government or othorwiso, being compellod to take out carriers' licenses. In moving tho abovo resolution Or. Lezwd sooke of tho great necessity that existed for tho change in the by-law, as .suggested by him in his motion. Seconded by Cr. Wilson. The Mayor thought it would bo advisable to postpone the motion until the appointment of the new city solicito*. Cr. Gapes would have supported the resolution if if, had been in a more simple form. It bound tho Council to too much as it was. He would wommend tho mover to withdraw his resolution for the present. After Fame further discussion tho motion was withdrawn. THE MAYOR'S BTJUNCh With the sanction of the Council, Cr. Wilson withdrew his motion regarding tho Mayor's ruliug at tho last meeting.

TEIEGBAPH POSTS. Cr. Gapes moved that the attention of the authorities bo called to the practice of sticking bills, &c, on telegraphic and telephonic posts in the city. The motion was agreed to. THE COEPOitATION BCD DINGS. Cr. Tromayne ga\ e notice tha\ ho would move at the next meeting of the Council—" That Dr. Powell be requested to examine the corporation buildings, and to report as to the question of its fannary condition." The Mayor said something ought really to bo done to the roof of the building. The Surveyor said that any one going on the roof to repair it would do more harm than good, and would bring it away piecem sal. The Mayor suggested that the whole of the roof should be covered with a tarpaulin. Ultimately the surveyor was instructed to do what ho could in the matter. BATHB Resolutions of a purely formal character were agreed to with regard to the striking of rates for the present year. APPOINTMENT OF SOLICITOR. The Council then went into committee to consider the question of the appointment of city solicitor. On resuming, it was roportod that the following resolution had been carried : —" That i 1 the opinion of this Council the result of the advertisement for a city solicit or is deemed to be unsatisfactory, and that the applications be declined." Cr. Jenkins gave notice that at the next meeting he would move—" That the resolution passed on the subject of the appointment of a city solicitor be rescinded." The Council adjourned at half-p Est ten o'clock.
