BOROUGH COUNCILS.

SYDENHAM. Tuesday, Ateil 15. The usual fortnightly meeting of the Council was held last night at seven o’clock. Present —His Worship the Mayor and Crs. White, Langdown, Andrew, Jones, Charters, Pavitt, and Foster. The minutes were read, and on the Mayor putting them to the Council, Cr. Andrew asked why the question of the ratepayers’ roll, which ho had brought up at the last meeting of the Council, was not on the minutes? Ho referred to the burgess list being taken to the registration office.

The Mavor said it was an oversight of the clerk, and'the latter explained that the Hat had been received and was in the office.

In answer to the Mayor, the Clerk said that Cr* Andrew had given him notice to get it in as soon ns he could. _ , It was then, by permission of the and Council, recorded on the minutes, which were then confirmed.

KAITANOATA BELIEF FUND. The Clerk said ho had telegraphed to Mr Gillies in Dunedin, asking if he had received the sum of £2l 16s forwarded es a contribution to the KaitangaH relief fund, and had received a reply in the affirmative, with the information (hit the receipt for jthe money bad been duly post:d.

COBEESrONDENOH. A lellai’ Was reed from f) resident of the borough, calliug the attention of the town clerk to the bad stato of an accommodation road on the oast side of Colombo road, and opposite the Association’s grounds. The matter was referred to the works committee.

A letter was read from the Public Works Ofilce, Wellington, informing the Council that with reference to their reouest for the alteration of the name of the Christchurch railway station to the Christchurch and Sydenham station, that the matter had been referred to the working railway department for its report. The letter was received. A letter was read from the Colonial Undersecretary, acknowledging the receipt of the Oounc’l’s letter relative to the alteration of the seal of the Borough Council. The letter was received and acknowledged. ITINEEABT. A circular was laid on the table from the Postmaster-General, enclosing the itinerary of his Excellency the Governor and suite through New Zealand. The discussion of the matter was deferred to the next meeting ef the Council. WOEKS COMMITTEE EBPOET. The works committee reported as follows : Your committee recommend that permission he not given to Mr J. H. Hanaman to increase the width of the bridge over the side channel in front of his hotel. That power be given to this committee to accept a tender for the completion of the formation of the streets in Sandridge. It was resolved, that the ropoyt he received and adopted. FINANCE. The finance committee reported that the receipts for the past fortnight were £lOl 7s Od ; accounts for payment £159 15s lOd, and that after payment of those accounts there would be a Cr. balance at the Bank of £1463 9s 9d, The outstanding rates were £3O. The report was adopted. BY-LAWS. The by-law committee reported as follows : Your committee beg to report that by-laws 2,3, and 4 are now revised and settled by the Council’s solicitors, and to recommend that a special meeting of the Council be held at au early date to adopt the same. Your committee have received a definite opinion from the solicitor as to concrete channelling and asphalting the footpaths, and woiild ask for an extension of time, say to the special meeting, to report on the standing orders of the Council. The report was adopted. It was resolved that a special meeting of the Council should be called for Wednesday, the 23rd instant, for the consideration of the by-laws, the revision of the burgess list, and other matters. SOUTH BELT COMMITTEE. The following report was read : Your committee beg to report that they met the committee appointed by the Christchurch City Council, and wont very fully into_ the matter, and agreed that the City Council of Christchurch could not fairly ask the borough to be at the whole cost of forming and channelling the southern half of the South belt. Your committee also laid stress on the fact that the part of the half most used for traffic was made at the joint cost of the ratepayers of this district and the Christchurch Council. Some of the Christchurch committee were disinclined to bear any portion of the cost, and stated that they could not recommend the Council to assist at the cost. The report was received. DEPUTATION. A deputation of residents from Addington waited on the Council, for the purpose of representing to them the propriety of their forming and taking over the unnamed street in which they resided. The thoroughfare in question ran from Hansman’s Hotel to the barracks. Mr Johnson, on behalf of the deputation, said that they were all willing to pay their fair share of the cost. His Worship said the street was now a private one, and he recommended the deputation to write to the Council asking them to form, metal, and take it over, and that when this was done and the street taken over and made a public one by the Council, they, the residents, would be willing to pay their fair share of the cost. The deputation thanked his Worship and withdrew. COMMITTEES. Cr. Andrews asked and obtained permission to withdraw the notice of motion standing in his name. He proceeded to the next notice of motion standing in his name —“That all resolutions appointing committees of this Council be revoked.” In moving the resolution he said his present object was to amalgamate the existing committees, which amounted to nine into two or three, whereby the work of the Council would be simplified and done more efficiently. The great number of committees existing, with only nine councillors to constitute, was a source of confusion which his motion was intended to remedy. In reply to his Worship, Or. Andrew said his plan would embrace the amalgamation of the works, lighting, and sanitary committees into one, to consist of Crs. White, Andrew, Jones, and Pavitt. The finance committee he would desire to remain as at present. He would propose that the duties of the by-law committee should bejadded to those of the committee for naming streets, such committee to consist of Crs. Brown, Hall, Andrew, and Foster, He recommended that the South town belt committee should continue to act as at present in case of anything further being done in the matter. The only committees he could leave out purposely were the fite prevention and the public works committee. The following resolutions were then proposed by Cr. Andrew, seconded, and carried : 44 That the works committee undertake the duties of the sanitary and lighting committees, and consist of Crs. White, Andrew, Jones, and Pavitt.” “That the finance committee consist of Crs. Charters, Brown, Langdon, and White, Cr. Charters to be chairman. “ That the by-law committee be also the streets naming committee and shall consist of Crs. Brown, Hall, Andrew and Pester, Cr. Brown to be chairman.” “ That the fire prevention committee shall remain as before, with the addition of Cr. Andrew, and shall be amalgamated with the water supply committee.” INBPBCTOE OF NUISANCES, The Mayor said the last business of the Council would be the appointment of an inspector of nuisances. A number o 1 applications had been received, which would bo submitted to the Council for their consideration, A short discussion was resumed on the appointment of a public works committee, and Cr. Foster moved, and Or. Charters seconded —“ That the public works committee remain as heretofore, and consist of the chairman of the existing committee.” Cr. White spoke against the formation of any fresh committees, as be thought the proposed committee, if a necessary one, could very well be tacked on to one of the newly constituted three. Or. Andrew moved as an amendment—“Ti.ut the works committee shall undertake the duties of the public works too.” Cr. Charters seconded the amendment, which was then put and carried. The Council then went into committee ns the Mayor wished to make a statement, and while in committee the applications for the post of ranger and inspector of nuisances were considered. On resuming the Council adjourned.
