[By Telegraph.] [CORRESPONDENT OF PBKBBAGENCY] Yokohama, January 15. Rumours of Ministerial changes are prevalent. General Saigon has been removed from the Educational to the War Department. He is known to be a good soldier, and is rather popular with the army. It is expected that he will restore good feeling amongst the troops, who have been in a discontented state lately The finances of the country are in an unsatisfactory state, and the value of paper money shows a further decline. It is reported that the Corean authorities have applied to the Chinese Government for assistance against Japan, but the Chinese Government have declined to afford the required assistance, on the grounds that their own foreign affairs required all their attention. The Government are about to abandon the monopoly in rice, which they have so long held. There is a strong tendency towards protection manifesting itself. The poorer classes at Tomio are suffering great privations from the dearness of rice and fuel.

A native paper says a German Prince is expected to visit Japan in a short time. During the last month there were thirty-one cases of cholera in Yokohama, of which twentytwo terminated fatally.
