Melbourne, March 5. Sir M. H. Beach on Sir G. Bowen. Sir M, Hicks-Beach’s dispatch repeats his opinion that the dismissal of the civil servants was not temporary, as Sir G. Bowen reported, as he signed orders for permanent removal. Had Sir G. Bowen acted in the former view when asked, Ministers might have partially retraced their steps, and would probably have overcome the financial difficulty without recourse to measures involving grave objections.
