Mr Berry submitted written proposals to the Secretary of State, under which the Assembly would be empowered to reform the constitution. Under these proposals, should the Council decline to accept the reform, a dissolution would ensue, and the Bill become law without the Council. If Sir M. Hicks-Beach declines to en« tertain this project, Mr Berry proposes that he and the Secretary of State should arrange a scheme for the Imperial Parliament to pass Sir M. Hioks-Beach abstained from expressing an opinion. It is likely that he will give a written reply. The floating of the Victorian loan has been deferred until the political position is settled Five Banks yesterday advised that they could place three millions at 96, provided the re* mainder was withheld for eighteen months. The stock market has recovered a firm tone. Australian securities are remarkably firm. In the wool market prices during the week showed a declining tendency. Wheat has advanced Is to Is 6d. Now Zealand is quoted at 42s to 465. No decision as to the mail tenders will be arrived at until the question of the British postages is determined. London, March 1. Yakoob Khan has written a letter to the Viceroy of India containing overtures for the renewal of friendly relations with the British Government. The letter adds that news has reached Cabul of the death of Shere Ali.
