SPECIAL TO THE GLOBE. London, February 13. A conflict has taken place between the Russian and Roumanian police at Galatz, in which several were killed. Sir S. Northcote says that Continental relations are gratifying. The pacifying of Crete, and satisfying of Greece wore in progress. The purchase of domain land in Cyprus is arranged. Ho announced that there would be legislation relating to bankruptcy. The Admiralty are fitting out a ship to carry exhibits to Sydney. February 14th. The plague has now reached Bessarabia. In the House of Lords to-day the Lord President of the Council, in reply to a question, said that the British Government intends sending a physician to Astrachan to report upon the plague. The total reserve of notes and bullion in the Bank of England is £15,625,000.
