THE LYTTELTON HARBOR BOARD.

Thb City Representatives.

The declaration of the poll for the election of two members to represent the city on the Lyttelton Harbor Board was made at noon today in front of the City Council Chamber. The Returning Officer, Mr Q-. L. Lee, announced the result of the poll, as follows : Robert Allan ... 1137 Henry Sawtell 958 Fred. Jenkins 807 He had therefore to declare the first two named gentlemen duly elected as members of the Lyttelton Harbor Board. ffijMr Allan was the first to address the ratepayers, whom ho begged to thank most sincerely for having electod him. He had not for a moment exppcted the honor of being placed at the top of the poll, and should have been quite eatisfied with beating his friend Mr Jenkins. There were no doubt some outside causes whim had led to the result, as announced by the Returning Officer, on<t of which was that Mr Sawtell, ae an old stager, could afford to take things quietly, while he (the speaker) being only a beginner, had to work very hard to obtain support. And he might gay that he had received a great amount

, Qt support from Mr Sawtell, which he had I now great pleasure in acknowledging. There > was no doubt lie hud given liiin a lift arid a ' helping hand, and his kindness in that i respect, he c mid assure them, was i fully appreciated. Ho was one of these ; who thought it right to introduce new • blood into their public institutions, though it i could not be denied that in this instance the blood had been blood of no mean order, i Again, in conclusion, he de?ired to thank the large body of ratepayers who had voted for him, as well as the many friends who had in other ways so ably assisted him. [Applause.] Mr Sawtell said he likewise had to thank his many friends for having re-elected him. The Lyttelton Harbor Board was an institution of great magnitude, which required a very careful attention in order that public money might not be thrown away. Although they now had new blood in that body, all the old members but one had been re-elected, and no doubt the cause of his absence was his own determination not to oiler himself for reelection. There were many important measures and improvements contemplated during the next two or three years, which no doubt the members would len i their best assistance to carry successfully through. Many improvements had been made in the harbor during the existence of the Board, but many greater would be made in the course of the next two or three years. In the course of the next few years Lyttelton Harbor would be the chief harbor of New Zealand, and would indeed be able to cope with the harbors of Australia. An enormous quantity of stuff came down from the plains for export, while there were also very large imports. The Lyttelton Harbor Board was certainly as well provided with accommodation as any other harbor in New Zealand. He thanked them very kindly for having returjed him as second colt, and at the end of his term of office he hoped he would be able to give a good account of his stewardship. [Applause.] Mr Jenkins also briefly returned thanks to those ratepayers who had voted for him, although he had to appear there as a defeated candidate. He would not detain them longer, but would again return them hia thanks. [Applause.] On the motion of Mr Allan, seconded by Mr Jenkins, a hearty vote of thanks was accorded to the returning-officer, and that gentleman having acknowledged the compliment, the proceedings terminated.
