DRAINAGE BOARD.
Feiday, Januaby 30. The usual fortnightly meeting of th© Christchurch District Drainage Board was held at the office, Hereford street, at half* past ten o’clock this morning. Present— Messrs Hurtnan (in the chair), F. Hobbs, Hall, A. Duncan, John Evans Brown, Blakiston, and Roes. THE CHAIBMAN’S ABSENCE. The Chairman explained that Mr Tancred had been called away to Wellington to attend the education committee. THE BANKING ACCOUNT. In the absence of the chairman, it wa© resolved to defer the consideration of ties banking account until the next Board day. DAY OF MEETING. Mr Hobbs thought that an aftersoon meeting would meet their convenience better than, the present hour. Ho would move, there* f orP _“ That the time should be altered to 4 o’clock.” The Chairman said that 4 o’clock waa toolate, and they would find that they would, not at that time do the business so eatiif&ctory as they did at the present time. Mr Duncan suggested that the meeting should ho held on a Monday. When fce waa a hoy people in Mr Hobbs’s business did no work on that diy. Mr Hobbs said as a matter of fact peopla-now-a-days found out on the Sunday that their clothes got shabby, and came round to him on tho following morning to make arrangements for new ones. The Chairman again pointed out the im* parlance of the work being done tolerably early in the day. After some further discussion, the matter was postponed until the next meeting, iir Hobbs giving notice that- he would move " That the future meetings be held at half* past 2 o’clock on Mondays. knginkku’b ekpoet. The engineer’s report was read as follows : 1. Mr 0. W. Turner Has delivered in good condition the tirst part of his rontr. Ct TOC cement; also a small shipment of Types has arrived by part of his contract. I have furni-bed Yr t -wood with a plan of Tnam strstt East sr;' j r.ir the land which should be acquired to widen the street, and I have asked him to kindly endeavour to forward the negotiations necessary for this purpose. 3 Ibe contractor for the stormwater sewer in Antigua street has commenced Lis work, and the ground is very favorable as far as he ha© gone 4. The first clause was ordered to he beld over until the report of the sub-oouimittee was brought up. The report was adopted. CLAIM OF MESSES COKES AND BAXTBS. The Board went into committee to consider a letter from Messrs Garrick and Cowlishaw, on the subject of the claim of Messrs Coker and Baxter, and the award that had been made on the same. The matter was adjourned in order that Mr Cowlishaw might he in attendance. Wilson’s paddock. One of (ho re-idents in the Heathcote district waited upon the Board to complain of © body of water that lay upon (his paddock, through there being a natural hollow in the land. It w: s a great nuisance, and caused ft very bad smell in the neighborhood. A map of the district was produced and referred to. Tho number of the section on which the water lay is 48. The deputation (Mr Nichols), asked fer permission to fill up the portion of the land in question, that fronted his premises. Mr Duncan moved, “ That provided the inhabitants of rural section No. 48, who are interested in the diversion of the creek, will cut a new channel from Wilson’s road to Rhode’s section No. 48 A on the line of Mr Wilson’s reserve, subject to the approval of the engineer, the Board will abandon that portion of Jackson’s creek between the two points.” Seconded by Mr Ross, and agreed to. Mr Nichols then left, having been informed that the engineer to the Board would give him every information. CUPBCII PEOFEHTY TEUSTKEfI. A letter was read from the Church Property Trustees accepting the offer of the Board of £IOO for the piece of land between Barb-does street and Cambridge Terrace, on condition that the Board arranged for the continuation of Salisbury street to Cambridge Terrace. The matter was referred to the works committee, with power to confer with the City Council and arrange with them. CLAIM OF MUSSES COKKB AND BAXTER. The Board now again went into committee to consider this mutter, Mr Cowlishaw now being in attendance. On resuming, the Chairman reported that Messrs Garrick and Cowlishaw bad been instructed to take steps to set aside the award. CONTEACTS. The seal of the Board was affixed to a number of contracts. THE CEOWN BEEWEEY. The propr.etors of this brewery, situate in Antigua street, asked for permission to drain into the sewer now being constructed in that street. Mr Duncan said the Board had no power to give such permission. Mr Hall said it would he a great hardship to close up the drain, which the brewery had used hitherto, and so block up all their means of drainage. Mr Ross thought permission might bo granted temporal- ly. Ho moved a resolution to that. eflVct, with the addition that the sewage should be filtrated and subject to »ny conditions which the engineer might impose from time to time. It was sta'ed that the brewery would be able to drain into the main drain in about ft year.
THB BITEB HOAD. A letter was read from the Heathcote Road Board, complaining of the contractor for ■clearing the river, blocking uptho river road by the branches and trees, &c., he had taken from the river. The Engineer said there was no contractor in the matter. The work was done by the .Board’s own men, and by day labor. _ The matter was referred to the engineer. DBAINAGS CONNECTION. Mr J. Brighting wrote to the Board, stating that he had now an artesian wed on his gravel pit in Waltham for washing gravel, and asking permission to connect his dram with that of the Board’s running Gown GKis Works road to the river. The application was declined. THIS WOBE3 COMMITTEE. The report of the works committee was oread as follows . After consultation with the engineer the committee beg to recommend— That authority be given to the engineer to lay -the pip-a : 1. In Sc. Albans lane. 2. In the Gasworks road, from the storm water sewer to the railway. 3. In the streets north of the river from BarIbadoes street to Colombo street, both nvlu-ive. 4. In Armagh street west, from the western end to Durham street, provided a satisfactory outlet for the sewage can be provided in the present state of the works. 5 In the Stanmo-e road. The committee further recommend that the engineer sh >uld be requesed to push on all the above works as vigorously as possible ; they desire, however, to express the opinion that the laying of the pipe sewers should be performed exclusively by workmen in the empl >y of the Board. R H. S. Harman. January Slat, 1879. The first three clauses wore approved ; the fourth was referred to the engineer, with power to act after conferring with the committee ; the fifth clause was approved, and the final recommendation was also approved. The report as a whole was then adopted. DEAINAGB DISPUTE. Mr Hall brought forward the question of a drainage dispute between Mr Studholme and Dr. Back. After some discussion it was resolved to postpone the matter until the next meeting of the Board. ACCOUNTS. A number of accounts were passed, including the annual account* certified by the auditors, and now on the motion of Mr Brown, certified by the chairman, according to the 95th danse of the District Drainage Act. The meeting then adjourned.
