Hicks-Beaoh yesterday addressed a despatch to the Governors of colonies, stating that the Treasury consents to continue the present postal arrangement till February, 1880, and then mußt revise the rates. The colonies are requested to authorise their Agents-Gl-eneral to discuss the Treasury proposal and conclude arrangements during this year.
