ENGLISH AND FOREIGN. [BY SUBMARINE CABLE.] [SPECIAL to tub press agency.] London, January 18. Sir M. Hicks-Beaoh yesterday addressed a despatch to the Governors of colonies, stating that the Treasury consents to continue the present postal arrangement till February, 1880, and then mußt revise the rates. It is proposed to retain 4d per letter. The colonies must not expect the Imperial Government to contribute towards competing lines when it has no control over their management. The colonies are requested to authorise their Agents-Gl-eneral to discuss the Treasury proposal and conclude arrangements during this year. Money is in large supply for commercial requirements at 6mall discount. Rates in the open market are considerably below the bank minimum. The bank reserve is in a satisfactory position, being eleven and a half millions. In the stock market consols are at 96. Australian securities have resumed their usual activity. Winding-up orders have been granted against Black, Navon and Company, and Booker and Co. of Glamorgan, ironmasters. The liabilities are heavy. The latter firm are indebted to the West of England Bank to the amount of £600,000. Four thousand bales wool were sold privately at Liverpool. The auction sales are neglected. The depression in the wheat trade continues. There have been large arrivals from California. Adelaide wheat, 48s to 495; New Zealand, 455. The partial run on the London and County Bank on Friday was quite causeless. The directors announce a dividend of 9 per cent, for the half-year.
