The “ Times” says it has reason to believe that Yakoob Khan has been officially informed that the conditions of peace which will be offered to him are such as he can honorably accept. It is semi-officially stated that Shere Ali is now in Turkestan, and that he will receive the sympathy and hospitality of Russia, but that the idea of Russia’s mediation on his behalf is illusive. St. Fetebsbtteg, January 12. The Russian Budget for 1879 is published. In the estimates it is proposed to equalise the revenue and expenditure by increased taxation. Constantinople, January 12. The programme of the Grand Yizier proposes a reduction of the army to a minimum, and the decentralisation of the provinces.
