Kaiapoi, November 15. 2.30 p.m. A severe nor'-west gale is blowing a perfect hurricane on the Plains and at Oxford. The Waiumkariri is rapidly rising, and railway traffic is expected to ba again stopped. Should the river overilow the line the damage at Stewart's will be very serious, as an alarming scour made by the overilow on Monday will lie carried on to tbc line in such a way that traffic will only be restored on the completion of the pile-work.
