DRAINAGE BOARD.
Friday, November 17. The Drainage Board held their usual fortnightly meeting this morning, at 10 30. Present—ll. J. Tancred Esq. (chairman), and Messrs 11. V. Roes, C. R. Blakiston, and A. Duncan. The minutes of the last meeting were read and confirmed.

At bho request of tie Board, J now submit a plan and levels of the street* in the township of Pap ami. 1 would suggest that the whole of the drainage be directed to the point A on plan by m"iiiH of side channels, as shown in rod lines, also that the streets lie formed to suit the drainage as far as possible, and th .t they he cut down below the level of the sections wherever it
can he done. At the point A there are two springs, which (1 achnrge a great quantity of water, which would serve t > dilute iv><\ sweep away the sewage d roil to bud uv'« I reek. From the North road to the point there is 11 fdl of 7ft. into the dram where the up uns discharge. For the drainage of 11. ro .u.,d and North road. I would unko use of thu two drains which bound the township, ro. opening that through rural sect.on 307, which was fct»pped bv the owner of the land.
Into these two drains the deep ditch on the north side of the North road would discharge. If this plan were properly carried out, I think the drainage of Papanm would be very satisfactory and cause no nuisance, tho sewage from the houses would be carric 1 down the drain through rural sections 307, 301, 302, and 276, mixed with a large quantity of spring water, and at Dudley's Crock would bo still more diluted. The Drainage Board would maintain the two outlet drains mentioned. The works on the Ferry road are making very satisfactory progress, and the ground, so far, is very good and firm. At' Salisbury street the work for the storm wat< r sewer is in progress, and a considerable length of concrete formation is built. The ground here gives no trouble except that continued pumping is required. With reference to clause No. 1, it was decided to send a copy of the report and tracing to the Avon Road Board, informing them that the Board consider this the most satisfactory way of settling the question, and will undertake to maintain the main drains, as indicated by the blue lines on plan, if the Avon Road Board will carry out the remaining portion of the work. The remainder of the report was approved. BICCARTON SCHOOL A letter was read from the Rev. 0. Bowen, on behalf of the Riccarton district school committee, respecting the drainage of the school ground at Fendaltown, and requesting that a specified portion of a creek running through the ground may be filled up to such a level as will remedy the dangerous conse> quences apprehonded. It was resolved to communicate to the writer the report of the engineer on the matter, as follows : —" The creek has been deepened and cleared up to the school. There is no reason why the owners of the school ground should not fill up the little marsh at the house." COMPENSATION. A letter was read from Messrs Harman and Stevens, asking £IOO compensation due to Mr Lancaster for entering on land part of rural section 62. The Board decided that it would be best for all parties that an agreement should be drawn up embodying the conditions contained in the correspondence, before a final settlement was made, and the chairman was instructed to see the Board's solicitor on the matter. BETUBNING OFFICES. The consideration of the appointment of a returning officer, in view of the forthcoming election of members for the Board in January, was the next business. A desire was expressed that Mr G. L. Lee should, if possible, act for the whole of Christchurch, but the difficulty was that all the nominations take place on the same day, and the Board doubted if one officer could possibly do the work, especially if any of the nominated should incline to make a lengthy speech. Mr Duncan suggested that the clerks to the Road Boards should act as returning officers in their respective districts, and that the chairman should communicate with Mr G. Leslie Lee with a view to his recommending suitable officers to act for the Avon district. The remuneration to be £3 3s per diem. The suggestion was adopted. Sundry accounts wero passed for payment, and the Board adjourned.
