NEW ZEALAND TELEGRAMS. [PEB PBESS AGENCY.] A Distressed Education Board. Hokitika, September 17. The Board of Education have been in a very straitened financial position for some months past, and have resolved upon reducing the salaries of teachers and officers. The staff are gonerally dissatisfied, and the best teachers are likely to resign. The Board is also threatened by its creditors, and the Board's account at the Bank is overdrawnby several thousand pounds. Unless early assistance is afforded the whole educational system will be seriously jeopardised. Balclutha, September 17. The neoessary statutory declaration has been filed in the Resident Magistrate's Court here praying for an enquiry into the election tor East Ward, Balclutha on Thursday last, and praying that the same may be declared void, upon the ground that Dunne and Campbell, two of the apparently successful candidates, did not poll the number of votes the Returning Officer declared they did, and that votes polled for the other candidates were counted as having been polled for Dunne and Campbell. This petition only refers to East Ward, but another will be filed praying that the whole election may be declared void in consequenoe of numerous irregularities. PABLIAMENTAKY. last Night's Proceedings. ELECTOBAL BILL. After ten last night clauses 6 to 14 passed without alteration. On the qualification clause, Dr. Wallis moved an amendment by which women would be allowed the franchise. This was lost by 36 against 26. The following is the division list:— Ayes. E. ~ Stout ■„ DcLautour „ Wason „ Fitzroy Mr Saundebs tried to make the two years residential qualification apply alike to property holders and non-property holders. The amendment was lost by 55 to S. Sir R. Douglas sought to exclude all naturalised citizens, but it was negatived on the voices. Mr Pyke moved an amendment which would restrict voters to one vote. This was negatived on the voices. Mr Whitaekb moved the excision of the clause relative to freehold and household qualifications. The clause was allowed to remain unaltered, by 44 to 10. The household qualification was reduced to five instead of ten pounds. The residential clause of two years was retained, on division, by 34 against 16. Messrs Ballancc, Macandrow, and Fisher voted with the Ayes, Mr Stout with the Noes. The Premier left the chamber shortly before the division, and Mr Sheehan was not in the House. Several other proposed amendments were negatived. Progress was reported, and the House adjourned at 2.10.
