BOARD OF HEALTH.

The annual meeting of the Board of Health was held at 1 p.m. Present—Messrs J. V. Boss (chairman), Taucred, Duncan, and Hall. inspector's report.

The report of the Inspector was read as follows : 1. In accordance with instructions from the Board, I have conferred with tho clerks to the various local bodies on the subject of the by-law relating to the keeping of swine depopulated areas. It was premised that the subject should be brought under discussion at the next meetings of the Boards, and the result communicated ns early as possible. ... 2. Acting on the suggestion of the chairman, I have scon the owner of the section of laud on which it is in contemplation to erect a brewery, and bave intimated that a nuisance will probably arise should the drainage be suffered to flow into the road side channels.

3. I have served fa notice under clause 42 of the Act on the owner of two weekly tenements situate iu Phillipstowu, to abolish a privy cesspool, aud provide an additional closet or closet pan. The medical officer who hud visited a case of typhoid fever on these premises considered the present accommodation insufficient. I desire the authority of the Board for further proceedings under same clause if necessary. 4. Information having been given me by the clerk of the Heathcote Eoad Board of a nuisance arising from the hnrial of a horse on Opawa road, I inspected the locality and have replied, directing attention to tho Public Works Act, 1876, clause 97, sub-section 3, under which it is an offence subjecting the offender to a penalty of £lO. 5. I have been engaged inspecting from house to house in Knightstown and St. Albans. I would again urge tho necessity for immediately closing the privy cesspools on the promises of tho St. Albans-school. I am informed the difficult}' in providing for tho emptying of pans is an obstacle iu the way of this being done. •. ‘ 6. I have given notices to clear out tho ditches on land fronting on’Church road, St. Albans. The ditch on the west side of the road also requires Cleaning out, but I do not think this will effect the removal of the water now lying iu the ditches, until tho deepening of St. Albans creek, now iu progress, is completed. ■ ■ Wm. Board, to place the Board of Health in funds to the end of the year.” The motion was agreed to. The report was considered sematim. Clauses 1 and 2 were passed as satisfactory. On clause 3, the inspector, iu giving a week’s notice to remedy the evil complained of, was approved. It was also resolved that a further notice be given to the owner of the premises by the Local Board of Health in case of noncompliance with the notice given by inspector. It was resolved that the cesspool at the St. Albans School be closed at once and that notice be served on the chairman of the School Committee to provide earth closets at the earliest possible date. The remainder of the report was approved. CORRESPONDENCE. A letter was read from the City Council stating that the by-law re swine had been received. A letter was read from the Heathcote Road Board, stating that the Board was of opinion that the by-law as to the keeping of swine should apply to the thickly-populated neighbourhoods. It was also pointed out that con-iderable nuisance arose from the Ferry Road drain, and Mr Horh r’s soap works at Christchurch quay. Respecting the Ferry road drain, it was resolved to communicate with Mr Bell, for him to take steps to remedy the evil complained of. On the subject of the nuisance caused by Mr Horler’s soap works, it was resolved that the inspector report upon the factory. INFECTIOUS DISEASES. The infectious diseases reported during the fortnight were typhoid fever 2, scarletina 5, fever 1, scarlet fever 1, total 9. The Board then adjourned.
