It is intimated that England has resolved tc annex New Guinea, the method of Government is undecided. The Emperors of Russia and Außtria met at Toplitz. The relations of the two countries are strengthened. NEW ZEALAND TELEGRAMS. [PEB PBESS AGENCY.] Wellington, August 12. It is understood that the Licensing Bill has been withdrawn, and that another Licensing Bill, much shorter, and quite a different measure, will in a few days be submitted to the House. The County Conference to-day resolved that valuers unt'er the Counties and Public Works Acts should be appointed by committees, also that counties should have power to frame by-laws for the eradication of noxious briars, burrs, rabbits, &c. That Government be requested to alter the basis of distributing subsidies to County Councils and local bodies, and classify districts, so that outlying districts may receive more consideration; that County auditors shall be appointed by the ratepayers in addition to the final audit by Government auditors. The Conference adjourned till this evening, when reports on loans, Counties Act, and reserves will be considered. Dunedin, August 12. At a meeting held on the Peninsula on Saturday it was decided to form an Agricultural and Pastoral Society in that district. The City Council intend to ask the Government to alter the Harbor Act so that councillors may be eligible as members of the Board. [Per Hero via Auckland.] Auckland, August 12. The Hero has arrived from Sydney, she left on the 6th, and brings the Suez telegrams and general summary. The Congress decided that the Sultan should have the right to fortify the Balkan ranges at pleasure. The region south forms practically an independent autonomous province called Eastern Roumelia, paying tribute, and governed by an Hospodar appointed for five or ten years. The national celebration at Paris was an immense demonstration. Forty thousand troops were reviewed. The Rousseau centenary was celebrated with great illumination by the Socialists at Geneva. The success of the Australian cricketers has induced a desire on the part of the colonial residents in England to mark their sense of their achievements by entertaining them at a banquet at Willis' rooms on July 23rd. A very influential committee was formed, including several late Governors and the majority of the Agents-General and other well-know colonists, to carry out the necessary arrangements. A match exciting great interest was played on Prince's ground, on June 17th and 18th, between the Australians and the Gentlemen of England. Between eleven and twelve thousand spectators were present. The Gentlemen won the match in one iunh_.gs, with one run to spare. The Lord Chancellor announced that he would introduce a Bill dealing with middleclass education. Courtney's annual measure for granting the woman's franchise was rejected in the House of Commons. A motion for inquiring into the grievances of the Cork tenantry was rejected. A Dutch loan of three millions of guilders has been issued. The market is firm for Manchester goods —China grey shirting eagle shop 7d to 9d, China yarn 9Jd; 97s 8d for 16 by 24. The Geographical Society will despatch another African exploration party.
