It was resolved—" The policy of employers is to combine with us, and not against us, and with the assistance o? men of practical experience and sound judgment, and with the reunite of their

efforts in the past before us, the employers and workmen will each maintain their respective unions. Arbitration will form the connecting link of “union” between them. Let there be then a Board of Arbitration in every town in the colony. For this we trust that workmen are ready.”
