DRAINAGE BOARD.

The usual meeting of the Board was held at 10.30 a.m. Present—Messrs H. J. Tancred (chairman), A. Duncan, R. J. S. Harman, Blakiston, Ross, and E. G. Wright. The minutes of the last meeting were read and confirmed.

engineer's report

I have examined the locality near the Springfield road, of which complaint was made by .1. Johnston and others. This is a draiu with sev ral branches and drains a number of properties; the laud is chiefly peat and saturated with water ; the drain is cut at the backs of sections, and flow's into the large ditch on the Church lands. If the drain in question were obstructed, numbers of properties would becoino swampy and uninhabitable. I could not find thiit the Road Boatd had ever taken any caro of this drain which was cut before the land w:vs sold in small sections.

The Board some time ago authorised the diversion of a drain in youth Colombo road, ou R. 154. 1 submit a tracing of the direction in widen I would propose to divert it, as a temporary measure, and to square it with the bound'.ries of properties which are being sold in sections. 1 do not consider it necessary to ea dose it iti a sewer until the district is more set Lied.

I submit a list of pipes which I think it will he advisable to procure at once. 1 do not think that any more should bo obtained at present, as they cannot be used until the deep brick sewers are partly completed, I have prepared a draft advertisement au

printed form for persons wishing to connect with sewers for the approval of the Board. The drains authorised by the Hoard at last meeting to be cut are already,in hand. The report was then considered in clauses. The matter of the Springfield, road drain ■was left to be dealt with by'the engineer. The diversion of the drain on the South Colombo road, as recommended by the engineer, was discusßed, and it was resolved that his recommendations should be adopted. The Board decided to procure the necessary piping for the completion of the work. Mr Duncan suggested that tenders should be invited for the required piping from local manufacturers. Mr E. G. "Wright expressed a similar opinion. It was resolved that tenders should be invited, and that they should be advertised in Christchurch, Auckland, and Dunedin, and samples furnished with each tender. The report as a whole was npproved of. A letter was read from the City Council, stating that prior to the receipt of letter from the Board, dated June 21st, relative to drainage into the river they had commenced to make sumps at various points for the piirp-.se of carrying out the object suggested by the Board. The Secretary was directed to acknowledge the letter.

ST. alban's lane.

A letter was read from the Avon Road Board, calling the Board's attention to the open ditches on the sides of the St. Alban's lane, accideuts it was stated, contmually occurring there, and requesting that immediate Steps might be taken for its improvement. It was resolved to inform the Road Board that the Drainage Board is in treaty for pipes. FERRY ROAD 9EWEB. A letter was read from the Heathcote Road Board enquiring re the Eerry road sewer:—lst. Whether it is the intention of the Board to place the sewer in the present drain or in the road, and if in the road at what distance from the present drain ? 2nd. What depth on the average will the top of the sewer be below the adjoining land, not the crown of the road? 3rd. What is the size of the sewer, and what area is intended to be drained by it ? 4th. Whether the plans being carried out are those of Mr Clark, and if not what scheme is being adopted. sth. Whether the breweries and house slops are to be drained into the same ? The reply to each of the points of the letter was read. The following resolution, passed by the Heathcote Road Board at its laßt meeting, was forwarded for the information of the Board:-"That after reading the letter of the Drainage Engineer of the Bth instant, this Board, in the interest of the ratepayers in this portion of the district while not object ; ng to the drainage scheme of Mr Clark, must most decidedly object to any other scheme being initiated that will leave the sewage of the City of Christchurch in the River Heathcote, at the Quay or on the flat, even if only for a temporary measure." It was resolved that it should be an instruction to the secretary to communicate in reply that the Board can see no other way of carrying out the necessary work with as little inconvenience to the public as possible, and any diversions made will be those that were unavoidable and of a temporary character. A letter was received from John Reese, complaining of the state of the drainage of his Bection, No. 392, on the Hare wood road. The matter was referred to the engineer. A similar complaint was received from W. Roach, of Kniglitßtown, concerning the state of the drainage on his property. The matter had already been attended to. office assistance. The engineer to the Board was authorised to engage the services of a draughtsman and field assistant, tho sakry attached to euch appointment not to exceed £350. ANTIGUA STREET. The engineer was authorised to proceed with the work of the Antigua street rainfall drain. ' Armagh street west. Mr Harman pointed out the necessity for draining that part of Armagh street west between the College Bridge and Cambridge terrace, and it wa? resolved that the engineer should call for tenders for the work, and proceed with it at, once, the pipes required to be ncluded in the supply already authorised to be obtained by tender, including the necessary connections between Cambridge terrace and the North Town Belt, also between Cambridge terrace and Colombo street. ARREARS OF RATES. It was resolved that the necessary authority should be given to Councils and Road Boards to collect and sue for rates. BRIDGING SOUTH CITY DBAIN. A letter was received from Mr Stanley Edwards, on behalf of Messrs Buckley and Marshall, raferring to their request to be allowed to bridge over part of the south city drain, where it crosses their land, and suggested that an agreement might be arrived at with the Board by which Messrs Buckley and Marshall could proceed with their proposed buildings fronting on Maechester street, without further delay. The Board agreed to the proposals in the letter, reserving all rights, subject to the engineer's approval, including dimensions of drain. This concluded the business of the Board.
