Berlin, July 7, The European Congress has agreed to maintain the treaty stipulations prohibiting the passage of the Dardanelles by foreign war vessels, and cedes Biitoum to Russia, making it a free port. Concerning the northern boundary of G-reece, it is suggested that it shall extend from the mouth of the river Salambria to the mouth of the river Kalama. The decision of Congress dissatisfies everybody. The London Conservative journals ,jnc. Paris papers vigorously attack them. [PBB PBBBB AGENCY.] Napieb, July 8. At a meeting of the Hawke's Bay County Council to-day a motion by Mr Sutton, M.H.R,, to abolish toll-gates was negatived, also an amendment to continue them for only one year. The decision arrived at waa to put the tolls to auction in the usual way. There is some talk a b -ain here about starting a newspaper, but nothing definite is known. There is a movement on foot to call a public meeting to bring pressure to bear upon the Municipal Council for the speedy abatement, of the swamp nuisance. It appears that the Swamp Nuisance Act, though it empowers the Council to reclaim sections belonging to private persons, and recoup the cost by selling the sections, gives no recourse against section owners in ease the sections do not realise the cost of reclaiming. Hence the dilatoriness of the Borough Council in proceeding with the work of reclaiming. Wellington, July 8. A supplement to the " G-azette " just published contains Mr Burns' resignation of the seat for Roslyn. [feom the coebespondent op the pbess.] Oamaeu, July 8.
