THE EDUCATION VOTE.
The following circulars have been forwarded by the Secretary of the Education Department to the various Boards in the colony : “June 18th, 1878. “ I am directed to intimate to your Board that the payments already made to education boards within the current financial year have very largely exceeded the amount voted by Parliament for education for the entire year, and that although the vote for unauthorised expenditure has also been largely drawn upon by the department, it has been found impossible to get the board’s June accounts passed for payment out of this year’s appropriation. Any further payments duo to your hoard in respect of grants for the current financial year must consequently stand over until after the Ist proximo. It has been resolved that in accordance with the appropriations for the current financial year the payments of grants to boards for the same period will be adjusted according to the actual ascertained average attendance for the period in question as nearly as can be furnished by the several boards from the school records. I am, therefore, to request your Board to consider as cancelled the statement of its accounts for the financial year, recently forwarded to you, and which was mentioned as having been merely based upon your Board’s own estimate and figures. I may refer your Board to circular No. 2, 12th February, 1878, especially paragraphs 2,3, and 8, as setting forth the principle upon which the moneys voted by Parliament for education could alone be appor tinned by Government. lam also to request you to forward as soon as you possibly can the following information ; —lst, The respective amounts, if any, expended by your Board for the current financial year on your training institutions (as distinct from the practising department) upon scholarships, inspector’s salary, and inspector’s travelling expenses. 2nd. The ascertained average attendance of all your Board’s schools for the year ending 30th current. It will not be necessary to wait for the full returns required by the recent order in Council. You will please obtain from the committees or teachers the simple average attendance, and forward aggregate numbers to this office with the least possible delay. 3rd. A statement of the net amount received by your Board on account of educational reserves for the year ending 30th current. “ As soon as possible after the first prox., a voucher will be passed for provisional payments on account of the present month, subject to revision after the information asked lor is received from you, so as to effect a correct settlement of your Board’s claims for the current financial year. “ Your Board has already been informed of the arrangement according to which payments due after the first proximo will be made.” “ 20th June, 1878. “ I have to request that you will be good enougli to furnish me as soon as possible; — “ First, with a statement showing your Board’s actual expenditure on school buildings within the current financial year ending 30th instant, specifying the several schools and the amount of expenditure on each. “ 2nd. A statement of liabilities incurred in respect of school buildings for which payments will have to be provided after the Ist proximo. “ 3rd. A statement of new school buildings or enlargements, and completions of existing buildings, in addition to the above, considered absolutely necessary within the next financial year, showing therein the order of urgency and importance.
