BOARD OF HEALTH.

Fbiday, June 21. The Board met at noon. Present—Messrs Boss (chairman), Tancred, Hall, and Wright. LEAVE OE ABSENCE. A letter was read from the medical officer, Dr. Powell, asking for six weeks’ leave of absence, to enable him to leave for Australia for the benefit of his health, Dr. Nedwill performing his duties during Dr. Powell’s abssnco. The Chairman said he had taken upon himself to grant the request, as Dr. Powell was leaving for Australia. The action of the chairman was approved. inspectoe’s beport. The report of the Inspector of Nuisances was read as follows: — 1. I beg to report that Mr Deans of Hewitt’s road has discontinued keeping pigs,_ and awaits the result of the action the Board is taking _ in regard to the prohibition against keeping pigs on limited areas. 2. My attention has again been drawn to the private street off Caledonian r oad. Some persons persist in blocking the drain laid by Mr West. I have seen the surveyor of the Avon _ Koad Board, who has promised, qs far as practicable, to afford additional facilities for tbe drainage of that locality by deepening this road side channel. 3 The notice served on Mr McDeratt to abate a nuisance on his premises has been complied with. The drain complained of by Mr Williams having been cleaned out by the Drainage Board has red eved his land of a large quantity of surface water, and greatly benefitted the premises of Mr McDeratt and other premises abutting on the same drain. 4. A complaint, numerously signed, has been made by residents at Papanui of the stench arising from the side channel. I find the house drainage from several premises flows iuto it, and being cleaned out only occasionally a nuisance arises from it, which cannot be otherwise than injurious to health. I, therefore, report it as such under clause 58 of the Act. I am informed that a clause in the Eoad Boards Ordinance prohibits drainage from houses into road side channels. As, however, it appears unavoidable in the present instmee, I have conferred with the surveyor to the Board, who suggests as a remedy that the present channel, which is too deep, should he abolished, and in its place a concrete channel, laid at a higher level, and the drainage carried through Horner’s land. 5. I have made enquiries respecting the unyepovtcd cases of typhoid fever, referred to by the n e -ical officer, and learned from the medical .attendant that he omitted, under pressure of «-, s j n ess, to request the parties to report the cases a. f) ie Board. 0. ing our opinion as to the course to be adopted to prevent nuisances from the keeping of pigs. It is competent for the Board to make a by-law under section 49 for tho prevention of the keeping of animals on any premises so as to be injurious to health. The provisions of accth u 77 are not applicable. Sections 52 and 55 also contain provisions as to the keeping of swine, and proceedings can be taken under either of those sections where a nuisance is caused by such keeping of swine. Mr Wright moved—“ That the solicitor be instructed to draft a by-law on the basis of the prohibition of tho keeping of pigs within a chain and a half from any dwelling-house within the district of the Local Board of Health.” Mr Hall seconded the motion, which was agreed to. Clauses 2 and 3 were passed as satisfactory. On clause 4 being read, It was resolved that the Board request the Road Board to carry out the concrete channelling as suggested by the inspector. On the clause with reference to the omission of a report being made as to typhoid fever existing, some discussion ensued as to whether an information should not be laid against the householder who had failed to report the case. Ultimately it was decided to allow the matter to pass. It w r as also decided that the medical man in attendance on the case be written to informing him that by not telling the patient that the disease was an infectious disease, ho had laid both the patient and himself open to penalties being enforced. The Board also desired to make it known that they would take action under the Act on the occurrence of another breach of the Act. CORRESPONDENCE. A letter was read from the medical officer reporting a case in which three cases of typhoid fever (now convalescent) had not been reported to the Board, This had been dealt with by the Board while considering tire inspector’s report. Mr Wright said that this made the case an aggravated one. Had the letter been read before he should most certainly have pressed for a prosecution under the Act. A letter was read from tho Ileathcoto Road Board, stating that they did not see their way at present to ask for power to make the pan system compulsory in their district. Should a sufficient number of residents wish i to avail themselves of the scavenger the ; Road Board would ask the Board of Health to empower them to accept a contract for the : same.

A letter was read from the Eiccarton Road Board, stating, in reply to a letter from tho Board, that in the opinion of the Road Board the Eiccarton district was not yet sufficiently populated to require very stringent sanitary measures.

A letter was read from a number of the residents of Papanui, calling the attention of the Board to the bad state of tho drain on tho west side of the Papanui road. The matter had been dealt with by the Drainage Board.

The infectious diseases reported during the fortnight were as follows:—Low fever, 1; fever, 1; scarlet fever, 3 ; scarletina, 3, Mr Wright said it was necessary that some register should be kept of the localities in which these infectious diseases occurred, by having a large map of the city upon which the clerk might mark the places reported as having infectious diseases. The Board then adjourned for three weeks.
