DRAINAGE BOARD.
Friday, June 21. The Board met at 10 30. Present —Messrs H. J. Tancred (chairman), Ross, Wright, Hall, Harman. engineer’s report. The report of the Engineer wns read as follows : 1. I have inspected the drain between R.S. 1801 and 2298, of which complaint was made to the Board. This is a deep drain on the east side of the road, and drains a considerable area of peat land ; it is in very fair condition, and would require very little to put it iu order, being somewhat trampled by cattle and obstructed in a few places by willows. 2. 'j he complaint of W. Hyam and others on R.S, 79J, 1000, &c., is caused by a quantity of water which flows from a number of sections and along the road, and collects on the sections complained of. I would suggest that the Styx drain be extended to reach this road, by which means this land would be drained.
3. I have again examined the drain complained of by Mr W. Money at the west of the Carlton Hotel. I cannot recommend anything permanent being done to this drain, but only to keep it in repair, as the land may shortly be cut up and new streets laid out, by which the drainage might be altered. 4. In a few days I shall be in a position to call for tenders for Ferry road storm water dra m I find considerable difficulties in the way of diverting the present open drain through private sections throughout the whole of its length; tiie plans also show that there will be inconvenience and want of room for manholes, ventilators, &e,, if the sewer were placed in the present drain. I find it therefore desirable to place it near the centre of the road, and to lower the gradient to get head room and sufficient covering over the arch, this will cost more money, but will probably be the most satisfactory position for it. 5. A number of premises, on the south side of the road which now drain their land into the open ditch, will find that to keep their ground as dry us it is at present they must connect with the sewer as soon as it is bnjlt. Urey should only be allowed to do so under the suoervi ion cf a- d by workmen employed by the Hoard. I would suggest that 1 be authorbed to require all persons, who wish to connect with the sewer, to send in applications to the Ho-rd, on printed forms to bo supplied them; the work can th.-n bo
done on plans prepared by the Board, which will secure uniformity and proper workmanship. C. Napier Bell, Engineer. The report was discussed clause by clause. On clause 1 it was resolved that the dram be cleared out as requested. . , On clause 2 the engineer was authorised to carry out the work on the line which, on taking levels, he might find most suitab e. On clause 4 the recommendation ot the engineer was adopted. , On clause 5 the Board agreed to adopt the suggestion made by the engineer. # Mr Harman suggested that a circular should be sent to the residents of the Ferry road, informing them that the works were about to be carried out, and impressing upon them the necessity of connecting with the sewer. He would move—“ That the residents of the Ferry road receive notice of the intention of the Board to proceed with the Ferry road drain works, and pointing out that they should take steps to connect with the sewers. Mr Wright seconded the motion, which was agreed to. . Mr Harman moved—“ That the engineer be instructed to advertise for tenders for the work of carrying out the Ferry road dram works,” which was agreed to.
THE PAPANUI DRAIN. Mr Snelling waited on the Board to lay before them the state of his property since the new drain was cut, which would not allow of the water going off his property. What required to be done was that the new drain should be widened and deepened, and a greater outlet given for the water. For these reasons, until a relief were given, he declined to sign the deed allowing the drain to go through the land. The Board, after considering the matter, decided that they would give Mr Snelling the remedy he desired at once. The Board would alter the fall and widen the drain. It was resolved —“ That the engineer bo authorised both to deepen and widen the drain.” A deputation also waited on th eßoard to enquire what provision it intended to make for the drainage of sections 312 and 313, Papanui. The Board had started the work, but had stopped, and there was a very large amount of water standing. What the deputation desired to kno w is in what direction the Board intended to carry the drain thus begun. It was resolved that the Board instruet the engineer to cut the drain between sections 312 and 313. CORRESPONDENCE. A letter was read from the Riccnrton Road Board, enclosing a copy of a letter from certain residents in the district with reference to the drainage of lands in the neighborhood of Papanui. The letter enclosed asked that the road ditch should bo opened up, as this was the only outlet for tho water. It was resolved to reply that the Board has already authorised the work to be carried out, A letter was read from the Eiccarton Eoad Board forwarding a resolution as follows That the Drainage Board be respectfully requested to extend the Fendaltown drain through section 60 to the Ham road, so that the present dangerous ditch on the Fendaltown road may be filled in.” It was decided to reply that if the owners gave the land required, the Drainage Board would do tho work as requested. A letter was read from Mr C. J. Reader, calling attention to the imperfect state of the drainage of his section at the corner of the Fendaltown and Ham roads, and requesting that the Eiccarton drain be contined westward as far as the Ham road. The previous disposed of this matter. A letter was read from Mr James Sail, calling the attention of the Board to a drain in Papanui, leading from the railway drain to section 112, The drain was stated by the writer as being too narrow, hence his land became flooded. It was resolved that the matter be referred to the Avon Road Board, as coming more within their province than that of the Drainage Board. A letter was read from Mr Sisson, pointing out that the drain known us Peacock’s was stopped up, and was flooding his land. It was decided to reply to Mr Sisson that the matter was being attended to. A letter was read from Mr Johnston, Springfield road, calling attention to the necessity that existed for the clearing out of the ditch on the road being done by the Drainage Board. A letter was read from Mr Smith on the same subject. The matter was referred to the engineer to report upon to the Board. A letter was read from Mr Sears, calling attention to the nuisance existing on section 4790, and suggesting that the Board should make a drain to take off the water. It was resolved to reply that the matter had been already dealt with. ACCOUNTS. Accounts to the amount of £156 Os 6d were passed and ordered to be paid. MEETING OF BOARD. The Board resolved to hold its next meeting three weeks from date.
