Negotiations for the exchange of prisoners are proceeding between the Russian Government and the Porte. At the latter end of March, according to the Russian returns, there were then only 50,000 Turkish prisoners in Russia, but the Porte requested fresh inquiry to be made, since 120,000 prisoners had entered Russia, and it was not probable that there could have been so Urge a mortality as one-half of their original number.
